Govt to award NFCP 1 to licensees in January 2020 involving 8 states

The states to be involved are Johor, Kedah, Kelantan, Negri Sembilan, Pahang, Perak, Terengganu and Sabah

THE first phase for the National Fiberisation and Connectivity Plan (NFCP) will be awarded to successful licensees next month, involving 153 locations in eight states.

The states to be involved in this phase are Johor, Kedah, Kelantan, Negri Sembilan, Pahang, Perak, Terengganu and Sabah.

Communications and Multimedia Minister Gobind Singh Deo said various discussions were held between industry players and the government regarding wide expansion of the infrastructure in a short time and at a low cost.

He also applauded the cooperation given by state governments and local authorities to expedite relevant approval process at the state level for NFCP-related initiatives, including fee reduction.

“Another success we can see from the NFCP is the cooperation given by all state governments. Previously, it would take a long time to receive approvals for the development of infrastructure at state levels and those initiatives came at a high cost as well.

“We have overcome the challenges following discussions between the Malaysian Communications and Multimedia Commission (MCMC) and state governments, and we have received approval in a short time which is a move that will greatly benefit us,” he told a press conference at MCMC office in Cyberjaya yesterday.

The selected licensees for NFCP 1 are required to instal network facilities and deploy network services for the provisioning of public cellular services using 3G and 4G technologies with an average speed of 30Mbps.

 

Meanwhile, MCMC has issued the request for proposal for NFCP 2 on Nov 15 and the licensees will have to submit their bids by March 31 next year.

The second phase of the plan involves 500 locations comprising 210 mukim in 10 states namely Johor, Kedah, Kelantan, Melaka, Negri Sembilan, Pahang, Perak, Terengganu, Sabah and Sarawak.

MCMC chairman Al-Ishsal Ishak said industry players have agreed to collaborate in relation to infrastructure sharing and coordinate their planning to reduce the service cost that would eventually benefit the customers.

“We are starting with the lowest hanging fruit which is mobile towers for communications. NFCP 1 comprises 153 locations and NFCP 2 has approximately 500 locations across the country and most importantly in underserved areas.

“NFCP aims to ensure that 98% of populated areas in Malaysia achieve 30 Mbps on average,” he said.

Among the areas covered in other phases of NFCP are fibre optics, installations and satellite coverage, among others, said Al-Ishsal.

The NFCP is projected to cost RM21.6 billion over five years and involves the development of various infrastructure projects nationwide. It is aimed at widening the coverage of high-quality and high-speed broadband Internet nationally, while also ensuring affordable services.

The project will be equally funded by the Universal Service Provision fund and telecommunication companies operating in Malaysia.

Opcom Holdings Bhd is a Malaysian based investment holding company engaged in the manufacturing of fiber optic cables and cable-related products. The business activity of the group is functioned through Manufacturing, Trading and Engineering Services, and Other Operations segments. All the operations are functioned through Malaysia and it derives the majority of revenue from Manufacturing segment which includes fiber optic cables, systems, accessories and thixotropic gel. The company also provides management related services. In addition, the firm is also involved in trading of cable filing, flooding compounds and industrial products, and provision of engineering services.

What are the impediments

Telekom has used cheaper imports from China which are of inferior quality. Calvin experienced twice in Johor Lan Game Shop when entire set of 80 to 100 computers were left idle because Telekom fiber connection broke down

So Telekom should avoid using cheap inferior optic fibers from China. Chose only high quality fiber optic cables from Opcom

Incorporated on 11 July 2001 under the Company Act, 1965, SACOFA's primary objectives are to build and expand the provision of telecommunication network infrastructures throughout Sarawak.

Latest is the entire length of Pan Borneo Highway will be under Sacofa for Fiber Optic Towers

Addy Guan Eng said tax deductions will be given on companies’ contributions towards the newly coined Digital Social Responsibility (DSR), which is the commitment by businesses to contribute to digital economic development while improving digital skills of the future workforce.

Snow that is frozen for 2 or more years are called permafrost

perma - as in perma-nent

frost - be freezed over

This is the stage of a really dead stock that no research house will bother. Not a single soul is interested. The exception must be the only one in ten thousand who dare to buy any.

Stage No. 2. Thawing

Frozen Solid Ice starts to thaw or soften a little

A very slight passing glance by some value investors or deep value hunters. Only the very brave who SEE VALUE Will dare to buy some.

Stage No. 3 ICE Now Turning to Cold Water.

Some brave souls dare to venture in. Of course it's cold. Every where people pour scorn and cold water on the stock. Very few pay any attention. Remarks are usually negative. From Remisiers, fund managers, one and all. Same conclusion - the stock is not in their investment radar. So most reject it..

Stage 4. Cold Water no longer cold. It is now at room temperature.

Ha! there is a little attention paid by value investor. For the rest it is neither cold nor hot. So lukewarm response. No longer negative like before. But not positive either. A few hopeful investor starts to accumulate.



Stage 5 Water starts to boil

Ha! the heat or fire cause the water to stir a little now. There is warm and movement.

Company reports a good quarter. Or some great contract awarded - real or assumed. Some by merger news. Some favourable factors due to ringgit crash and strong US Dollar translating into higher profits. Or cheap oil benefiting rubber glove, logistic stock like transport or airline. There is now a stir in the stock.

Newspapers, analysts, experts, punters and all are paying attention now. More people talk about it in internet forum and even the media reports it.

Buyers are coming in and there is a great stir at last. Things are now coming alive. Prices moving upward. Many are making monies.



Stage 6. Boiling Water Turning Very Hot in the kettle. The water now churning in violent waves in the pot or kettle with steaming hot movements.

At long last the stock is very hot. Post after post by i3 forum member. All are universally drawn and sucked in. Like insects flying into bornfire at night there is a red hot wild attraction. As more people telling how they made killings in the stock market even more and more people are drawn into the red hot hot stock.

Those who made money early are now piling more and more monies into the red hot stock. Some even go into margin account to buy more.

Prices leap up to the cheers of all and sundry. Everyone is so happy. Happy in a sure winner. Emotion is now flying high. Any opposing view is slammed down in a frenzy. Reason is now overtaken by exuberance.



Stage No. 7. Hot Steam Rises Up The Sky As Hot Air To Form Cloud

All are now in cloud nine. Naysayers are condemned and proven wrong. The sky is the limit for the price. Can now fly to the moon or mars. More monies piled in. More suckers drawn in by greed.

This is the happiest time for all. But throwing all caution to the wind this is also now the most dangerous time to hold or buy more.

In Bursa every day the hot stock is traded in top 10 volumes

In internet forum this is the stock conversation revolves around day and night. Media reports it and tell why it should go even higher. Experts suddenly appear to tell you this time is different. The sky is the limit. Or the sky is not limit. It should fly to outer space.
