Encik Ahmad has a Bachelor of Economics (Hons.) from University Malaya, Kuala Lumpur and a Master in Business Administration from City University, Washington State, USA.

Encik Ahmad has attended various courses and seminars conducted by the International Monetary Fund, World Bank and World Trade Organisation. He has also attended the Oxford Advanced Management Programme, University of Oxford, United Kingdom conducted in 2004.

Encik Ahmad started his career in 1974 as an Assistant Secretary in the Implementation and Coordination Unit in the Prime Minister's Department. In 1977 Encik Ahmad was transferred to the Economic and International Division, Treasury, Ministry of Finance ("MoF"). He was appointed the Assistant Director, Budget Division, Treasury in the MoF in 1979. Subsequently he was appointed the Principal Assistant Secretary in the Economic and International Division, Treasury, MoF in 1982, where he remained until his transfer to the Ministry of International Trade and Industry in 1985. He later joined the Foreign Investment Committee, EPU, Prime Minister's Department as Principal Secretary in 1992.

In 1996, Encik Ahmad was appointed as Deputy Secretary, Economic and International Division, Treasury, MoF. He was later appointed as Secretary in the Loan Management and Financial Policy Division, Treasury, MoF in 2000. Between 2003 to 2005 he served in the Ministry of Health as Deputy Secretary General (Finance). Encik Ahmad is currently the Deputy Secretary General (Operation), Treasury, MoF.

Encik Ahmad has previously held directorships and memberships in several organisation between 1999 to 2004, such as Institut Jantung Negara, Islamic Development Bank in Jeddah, Bank Simpanan Nasional, Lembaga Tabung Haji, Perbadanan Labuan, Employees Provident Fund, Johor Corporation, Malaysian Timber Industry Board, Klang Port Management Sdn Bhd and Penang Regional Development Authority.
