1968 - 1971, he had joined the State Secretariat, Negeri Sembilan as the Assistant State Secretary. 1971 - 1985, he joined INTAN (the National Institute of Public Administration Malaysia) as a lecturer in Management Science and later promoted as Deputy Director (Academic).
1985 - 1996, his position was as Director of the Special Task Force on Productivity with the Prime Minister's Department and by the time of 1996, he served as the Director General of MAMPU (the Malaysian Administrative, Modernisation and Planning Unit).
He was with Ministry of Health for a brief stint before joining the Government as Special Assistant to the Ketua Setiausaha Malaysia from 1998 to July 2000.
July 2000 - July 2001, he was a Professor at the Faculty of Economics and Administration, University of Malaya.
