Dato Saiful Bahar bin Dato Hj. Mohd. Arshad is a graduate in International Studies and Politics from Webster University Saint Louis, Missouri, London Campus.

Dato Saiful Bahar was the advisor to the Minister in the Prime Ministers Department on innovation from January 2015 to June 2016.  Prior to this, he was the Senior Personal Assistant to Y.B. Tan Sri Dato Seri Noh bin Haji Omar in various ministries including 
(1)	Ministry of Agriculture and Agro-based Industries (2009/2013);
(2)	Ministry of Entrepreneurship and Cooperatives (2008/2009);
(3)	Ministry of Education (2006/2008);
(4)	Ministry of Home Affairs (2004/2006); and
(5)	The Prime Ministers Department (2000/2004).

Dato Saiful Bahar also has extensive corporate experience as the Chief Executive Officer of several companies.

Dato Saiful Bahar is an active member of UMNO, and is the current Head of Information for the Teluk Intan UMNO Division, a position he held since 2013.  He was the Director of Operations (Information) for UMNO Perak during the May 2014 Teluk Intan by-election, Deputy Division Head for Teluk Intan, Perak, Committee Member of UMNO Teluk Intan Division, Secretary General of the Alumni of the Foreign Clubs of UMNO and the Secretary to the Anti-Drugs Bureau, Supreme Council of UMNO, Malaysia.
