Mr. Leow is a Chartered Accountant and a member of the Malaysian Institute of Accountants (MIA) and a fellow member of the Chartered Association of Certified Accountants, United Kingdom (FCCA). He also holds a Master Degree in Business Administration (MBA) from Northern University of Malaysia and a Bachelor Degree in Economics from University of Malaya. He is also a licensed Goods and Services Tax (GST) Agent approved by the Royal Malaysian Customs.

He started his career in the financial sector in 1991 within the Corporate Banking Department of Hong Leong Bank Berhad (now known as Hong Leong Investment Bank Berhad) until 1995. From 1996 to 2000, he held various positions within the Capital Markets Department of Malaysian International Merchant Bankers Berhad (now known as MIMB Investment Bank Berhad) and was involved in various corporate, syndications loans and fund raising exercises as well as general advisory work. He was then worked in a local logistic company as Senior Corporate Finance Manager for a short stint of one year in 2001. From 2002 to July 2007, he was the Executive Director of CAB Cakaran Corporation Berhad, a company listed on the Main Market of Bursa Securities. From August 2007, he started his own business in the provision of accounting and general financial advisory services under his sole-proprietorship. He is currently the Executive Director of Trinity Avenue Sdn Bhd, a company specialising in GST consulting, accounting and other financial services.
