Bachelor of Applied Science degree and Master's degree in Mechanical Engineering from the University of Toronto, Canada.

He was an engineer of Spar Aerospace Ltd, an engineering company based in Toronto, Canada, specialising in the design and computer simulations of Canadian Communication Satellite, from 1972 to 1975 and subsequently, with Atomic Energy of Canada Ltd based in Toronto, Canada, a quasi-government company specialising in the design, supply and construction of Canadian nuclear reactors. From 1975 until to-date, he has been the Managing Director of Sharikat Kim Loong Sendirian Berhad, an investment holding company which owns a controlling stake in Kim Loong Resources Berhad ("KLRB") and Crescendo Corporation Berhad ("CCB"). Since 1977, he has been a director of Kim Loong Palm Oil Sdn. Bhd., which is involved in palm oil milling. He has been involved in plantation and property development. He also sits on the Board of CCB and several other private companies.

He is a child of Mdm. Loo Geok Eng, an Executive Director of KLRB and a brother to Mr. Gooi Seong Heen, Mr. Gooi Seong Chneh and Mr. Gooi Seong Gum, all Executive Directors of KLRB.

He is holding 452,000 ordinary shares and 88,000 units of warrants of KLRB.
He has deemed interests by virtue of his interest in Sharikat Kim Loong Sendirian Berhad (120,703,200 shares and 30,850,800 warrants), Herng Yuen Sdn. Bhd. (620,800 shares and 155,200 warrants) and Kim Loong Plantations Sdn. Bhd. (6,400 shares and 1,600 warrants).
