He holds a B.A Hons (History) from Universiti Kebangsaan Malaysia. He also obtained a Master’s of Public Administration from Universiti Sains Malaysia and Syracuse University, U.S.A.
Working Experience
He started his career with the Culture, Youth and Sports Department, Federal Territories as Senior Officer in May 1982 and was promoted to Assistant Director in June 1982. In 1984, YB Dato’ Zainal served in the Development Division, Ministry of Works and later joined the Land and Mines Office as Assistant Director in 1986. He also served as Principal Assistant Director (Registration) in the Land and Mines Office under the Pahang State Secretariat in 1991. From 1992 to 1997, he served in various senior positions in the Implementation and Coordination Unit in the Prime Minister’s Department. He also served in various senior positions in the Public Services Department from 1998 to 1999. In the year 2001, YB Dato’ Zainal was promoted as District Officer in the South-West District Land Office, Penang and later went on to be the North-East District Officer in 2004. In 2005, he served as Director of Penang State Development Office, Implementation and Coordination Unit in the Prime Minister’s Department. In 2007, he was appointed as the President of the Penang Municipal Council before being promoted to the State Secretary of Penang. He has been appointed as the new secretary-general of the Human Resources Ministry effective from 16 March 2011. He currently sits on the Boards of Investment-In-Penang Berhad and Penang Development Corporation.
