He served the Government of Malaysia from 1964 to 1995, initially as a teacher with the Education Department and later as an Economist with the Malaysian Industrial Development Authority (MIDA). Upon his retirement from government service, he became a consultant and was engaged by the Malaysian Institute of Economic Research (MIER) for Malaysia's Second Industrial Master Plan (1996-2005), where he authored the section on "Development of the Marine Transport Industry".
