He graduated From University of Malaya, Singapore with a Bachelor of Art (Hons) degree.

He is a Fellow of the Economic Development Institute of the World Bank since 1965. He started his career as a civil servant in 1957 and has held various positions including Assistant District Officer of Johor Bahru and Muar, District Officer of Bentong and State Development Officer of Terengganu. He was the Principal Assistant Secretary of Ministry of Agriculture and Co-operative from 1963 to 1964. He was appointed as the Deputy Chairman and Chief Executive Officer of the Federal Agricultural Marketing Authority (FAMA) from 1965 to 1969 and was the Chairman of the Padi & Rice Marketing Board and a member of the Malayan Pineapple Industry Board before he left the government service in 1969. From 1969 to 1972, he was the Chairman and Managing Director of Pineapple Canary of Malaya Sdn Bhd, Consolidated Pineapple Sale Ltd, Singapore, Malaysian Can Company Sdn Bhd and Kotak Malaysia Sdn Bhd. He was also appointed as the Managing Director of Food Industries of Malaysia Sdn Bhd (FIMA) from 1971 to 1974 and was subsequently appointed as the Chairman of Permanis Sdn Bhd from 1974 to 1976. He was the Member of Parliament for Muar from 1996 to 1999.
