Dato' Seri Sulaiman began his career in the civil service in 1950 and held several appointments in the public sector before being promoted into the Administrative and Diplomatic Service which was then known as Malayan Civil Service (MCS) and held various positions in the Malaysian Government Services.
Working Experience
Dato' Seri Sulaiman was specifically selected to take over as Permanent Secretary of the Ministry of Youth, Culture and Sports in July 1969. A year later he was assigned to be the first person to head the country’s Department of Public Complaints Bureau.

In late 1972, he was seconded to Keretapi Tanah Melayu where he served as its Deputy General Manager for two years. He was then appointed as Deputy Secretary General of two Ministries, first the Ministry of Energy, Science & Technology, and then the Ministry of Public Works & Utilities. After that, he took over as Secretary General of the Ministry of Culture, Youth and Sports twice, first from the 2nd half of 1969 to 1970 and again from 1976 to 1981. From 1981 to 1983, he was appointed as State Secretary of Selangor.

Upon his retirement in early 1984, he was invited by Permodalan Nasional Berhad ('PNB') to serve as its nominee on the Boards of several companies owned by PNB, one of which is CICB.
Directorship of Public Companies
Dato' Seri Sulaiman is presently the Chairman of Berjaya Capital Berhad and Deputy Chairman of Halim Mazmin Berhad. He also holds directorships in various subsidiaries of the Berjaya Group of Companies.
