The new government will use some measures to help the Rakyat to own houses especially in the affordable sector. Currently, the distribution of EPF A/C 1 and A/C 2 is 70% and 30%. If the new government can change it to 60% and 40%. That will help the potential buyers a lot. Many of the prospective buyers who are at the border line will become eligible to get bank loans. The demand for residential properties will increase a lot.

Good news! The new government is starting to look for ways to improve the property market. They are looking at relaxing the current lending guidelines now.

Extract from The Edge (5 June 2018)
The Housing and Local Government Ministry (KPKT) will discuss with the Ministry of Finance (MoF) and Bank Negara Malaysia (BNM) on relaxing current lending guidelines to enable more homebuyers from the B40 and M40 groups to secure housing loan.

More than 10 years ago, companies are allowed and encouraged to revalue their landbanks. Therefore, the NTA would reflect the actual market values of the landbanks. However, the subsequent FRS (Financial Reporting Standards) by Bursa requires the landbanks to be carried at cost. This new requirements is suitable for companies who bought lands for immediate developments like SDB, Hua Yang, MCT, Thriven and Sunsuria.

However, there are some companies that bought their development landbanks and keep them for a long time, between 10 years to as long as 40 years in some cases. The NTA in this type of companies is grossly underestimated. As the NTA does not show the true picture of the company, the financial analysts then create a new term for the actual NTA when the current market values of the properties are calculated. They name it RNAV (Revised Net Asset Values). In fact, the RNAV is actually the NTA of the development companies.

I would say Bursa has set the wrong FRS and enable the property counters to grossly underestimate their NTAs and hence artificially suppress the share price of the property counters. The major shareholders are very happy with this because they can buy back the shares from the market either in their personal capacities or company share buybacks at very low price. That is the reason that there were so many privatisations taken place in these few years in property counters.

This includes Hunza, OSK Property, PJ Dev, Wing Tai and a few more. The two ongoing mandatory general offers are TA and TAGB. The major shareholders are taking advantage of the wrong situations and ignorant of the general retail shareholders. If Bursa Malaysia does not revise the FRS and corrects the situations, more and more companies will be privatised. The counters that fall into this catogery are E&O, MKH, Paramount, Oriental, TA, TAGB, KSL, Tropicana and some others.

Many of the retail investors do not have the financial knowledge and are fooled by the wrong situations. For me, I am equipped with the financial knowledge and many years of experience in Bursa to witness and realise the wrong development took place.

The greatest assets that Paramount owns are : (1) KDU which will provide long term and steady income, (2) ECS ICT, the whole own subsidiary of Paramount. Property income is up and down and the EPS is up and down. Item (1) and (2) will give a steady and high income to Paramount every years. This counter is very good for long term investment.

ECS ICT is not owned by paramount. Both companies are co owned by the largest shareholer Datuk Teo. Still the company is undervalued. The education arm is worth the current market value, not yet include the property arm. Subsequent quarters will be better backed by record property sale. The company should be valued at above 1 billion, which translate into at least rm 2.50 and this is the long term target of the company and ceo mr. Jeffrey

The CEO is an accountant with experience in banking for several years. He is a professional manager and he knows that his performance is entirely judged by results and not by empty promises.

His performance for the last 3 years and 2019

Property Sales
2016 RM420mil
2017 RM842mil
2018 RM1,000mil (by the 1H/18, RM598mil sales concluded. Need to do only RM402 mil in 2H/18)
2019 ???

I believe that he is definitely planning to do more than RM1bil (may be RM1.3bil) in 2019. He has already lined up the launchings of Berkeley Uptown in Klang, commercial building in Atwater, Section 13, PJ and more phases in Utropolis Batu Kawan. It is good to have a responsible and dedicated professional CEO who knows what the market (especially the big boss and shareholders) wants. He is pushing himself to achieve the target so that the share price will rise in line with the performance of the results. Everybody is benefitted including the major shareholders, minority shareholders and the CEO himself.

THE WEAKNESS OF PROPERTY COUNTER IS THE EPS IS UP AND DOWN, THE ONLY STRONG SUPPORT WILL BE THE EDUCATION (KDU UNIVERSITY COLLEGE), WHICH CAN PROVIDE A VERY STEADY INCOME. I HAD INVESTED QUITE A LOT IN THIS COUNTER AVERAGING AT ABOUT RM1.90. I HOPE TO KEEP AS LONG TERM INVESTMENT BUT WORRY ABOUT COMPANY'S PROPERTY PERFORMANCE. NEED YOUR ADVICE.

Based on the projected revenues and after-tax profits of Paramount, the company will be doing well at least for the next three years. The unbilled sales have increased to RM866mil as at 30/6/18. Its education segment will witness profit growth of 5% to 10% per annum. It is also expected that some lands or investment properties will be monetised with substantial gains on disposal. Therefore, the share price will move up when the profits increase quite substantially for the next few years.

Jeffrey Chew has already announced in the quarter result press conference that some land and properties will be sold. The values of the land will be unlocked with substantial gains on disposal. Wait for good news being announced when the deals are confirmed.

Share price up is not because investors are expecting dividend from land disposal but because of the future earning prospect with unbilled sale and new property sale at record high. Of course in the future there is high likelihood the company will reward the shareholders if it monetised the education assets, jz like it did this year with total of 16cent dividend per year

The DY for paramount as quoted by Star is 7.62%. This combined with a devoted and capable CEO is a good share to buy for investors.Note very few counters can give you a DY as high as 7% like that of Paramount. I urge investors to buy this share instead of placing yr money in FD or Public Mutual.Also after buying this share, I strongly recommend you to attend its AGM to know how well this counter is managed. What I like in this counter is that you do not get door gifts at the AGM like many other counters. A.David

7.6% DY is with special dividend as result of one-off sale of land. Normal DY is only around 4.0%. Its balance sheet has deteriorated over the years as a result of imbalance dividend payout vs cash flow in other words getting more debts to pay dividend which is not sustainable.

The property market is expected to improve this year. Maybank IB expects that the ongoing "National Home Ownership Campaign" between 1/1/19 to 30/6/19 is going to increase the housing sales substantially.

In the last "National Home Ownership Campaign" in 1999, the overall property market sales increased by 36% as compared to 1998. Paramount as an active developer will participate and benefit from this campaign in a big way.

Major IBs and fund houses had been negative about property stocks for the last 4 years but the property stocks kept reporting good results with single digit PE for many of them. Were the IBs and fund houses wrong? I think they are and their analysis are too crude and coarse. Just simply say "property market not good, so property counters not good". Aunties in pasar also can give this kind of analysis.

If you check back the IBs' and fund houses' recommendations for the last 4 years, they recommended Oil & Gas and Construction counters. Many people loaded onto their lorries and ended up in Holland.

Look at their recommendations, UMWOnG (Velesto), Armada, Icon, SapuraEnergy, Perisai, GKent, MRCB and Felda before the share prices tumbled. All are either "Strong Buy", "Buy" or "Hold". May be they gave these ratings to benefit themselves.
