starcam Letsrock, I'm not an expert, but I think as long as the conversion is adjusted to whatever the stock split ratio is, there should be no change in the cost for existing warrant. It just means that you pay less (in this case 50% less) for one ordinary share when converting. But don't forget the ordinary share price has been halved in price. So unless the share price after split returns to what it is now, then existing warrant holders will benefit. Otherwise not much difference for people who buy warrant after share split. That's how I view it, if I'm wrong please tell me :) Cheers.

Letsrock @starcam, thanks for replying. i jus hav a glance on circular, existing warrant holder will also get split, cos there will be extra 50mil wa listed. else it will big lost to wa holder. e.g mother 1.50 split to 0.75, then conversion price to 0.5 assume wa price 0.5 br split , after split wa cost is 1.00 but mother price only 0.75, so its 25% lose for wa holder. definitely will not be

Penang2030 2030 structure plan gets stamp of approval from Penang government
March 19, 2019

GEORGE TOWN: The Penang government has endorsed a state development master plan which will govern all development in the state until 2030.

The 2030 Penang Structure Plan (PSP) includes the three artificial islands project, proposed highways and light rail transit lines under the RM46 billion Penang Transport Master Plan.

Chief Minister Chow Kon Yeow, who announced the plan today, said the PSP would only come into force once the National Physical Planning Council (MPFN) chaired by the prime minister gives approval next month ie April 2019.

starcam @Letsrock Really? I must have missed that. I only saw that the main stock is being split and there were no mention of the warrant. But if there is, that means the warrant price will be halved as well, but at what price? Did the circular mention that? Previously my understanding is that the warrant won't be split, and that the conversion rate to mother stock will be halved. Meaning that instead of 1 warrant convert to 1 RM1.00 mother stock, it becomes 1 warrant convert to 2 x RM.050 mother stock.

Warn3r “The SRS Consortium – a 60:20:20 joint venture involving Gamuda Bhd, Loh Phoy Yen Holdings Sdn Bhd and Ideal Property Develop­ment Sdn Bhd – is the project delivery partner, appointed by the state government overseeing the implementation of the PTMP.”

The PTMP carries a value of RM 46 billion. So IPG gets around RM 9.2 billion worth of it. After the corporate exercise to beef up IUBB’s size, can we expect the parent company to pass over some projects? Let’s say 5% share of that RM 9.2 billion, that’s RM 460 million. 0_o’! Is my expectation reasonable?

Warn3r The timing seems too ngam to be coincidental. The whole exercise of IUBB buying 3 companies under IPG does nothing for IPG, they are well funded (given that they mostly fully sold their developments fast enough) for property projects of such scale. However, they would not be well funded enough to take on project size in the scale of RM 9.2 billion (IPG's share). For reference, IPG launched a total of roughly RM 3 bil worth of projects in terms of GDV in the whole of 2018.

Alex cannot be trying to buy over his own companies at a jacked up price because he himself, his wife and his associates hold most of IUBB shares (it would then be quite ineffective if the purpose was ill intended). Also, he would need to get at least RM 90+ mil for the private placement (should there be no conversion from warrant and preferred share). Investor with this kind of money would definitely need a compelling story from him, and most likely, knows his character.

So the maximum likelihood scenario is that, he is raising money to take part in PTMP.

I just noticed that he is always dressed humbly in the pictures. Cheap jeans and sneakers for someone who earns tens / hundreds millions each year, I am inclined to believe that his heart is in the right place.

Penang2030 Penang2030 DOE approves EIA for Penang's proposed Pan Island Link 1

Penang Chief Minister Chow Kon Yeow explaining details of the PIL1 to exco members after the press conference in Komtar.


GEORGE TOWN: The Environmental Impact Assessment (EIA) report for the proposed Pan Island Link 1 (PIL1) in Penang has been approved by the Environment Department (DOE).

Chief Minister Chow Kon Yeow said the approval was conveyed to the state via a letter from DOE dated April 10, 2019.

“With this approval in place, the state considers it a major milestone towards enabling the project to move on the ground,” he said in a press conference in Komtar Monday (April 15).

Chow added that the next phase of work will be the detailed design phase and appointing the best work package contractors through open tender.

Earlier, The Star broke the news in an exclusive report that the construction on the RM9bil light rail transit (LRT) line and the RM9.6bil PIL1 were scheduled to start in June next year.

The Star learnt that the PIL has received approval from the DOE – the federal regulator overseeing the EIA reports – in March while the LRT is expected to receive a conditional approval from the Transport Ministry in May.

Both mega projects will be tendered to local and international companies at the end of the year.

Cadangan projek ini dikemukakan oleh pihak Kerajaan Negeri Pulau Pinang bagi menjana pembangunan ekonomi negeri dan membiayai pelaksanan Pelan Induk Pengangkutan Negeri Pulau Pinang.

Pihak Kerajaan Negeri Pulau Pinang akan mematuhi nasihat Majlis Perancangan Fizikal Negara (MPFN) dan ulasan jabatan teknikal yang berkaitan apabila melaksanakan projek ini selari dengan Seksyen 2A(2)(b) Akta Perancangan Bandar dan Desa 1976.

Penang2030 Penang Chief Minister Chow Kon Yeow, in a brief statement, confirmed that the NPPC had agreed to the implementation of the project as long as it adhered to the 18 conditions set, but did not elaborate what they were.


Chow said the state government had presented the project proposal to the NPPC for approval during a meeting chaired by Prime Minister Tun Dr Mahathir Mohamad today.

“The project was proposed as it is a funding module for the implementation of the Penang Transport Master Plan,” he said.


He stressed that the state government will adhere to all conditions set by the NPPC.
