AFTER successfully hooking up about 90,000 homes in Melaka and Perak with internet connectivity, Tenaga Nasional Bhd is upbeat on its prospects as an infrastructure provider in the telecommunications space.

“Somehow, in the value chain, you will find Tenaga’s presence being quite critical for the viability of any infrastructure development, including 5G,” says Tenaga president and CEO Datuk Baharin Din, when asked whether the utility giant would have a chance to be involved in 5G infrastructure building. “We are in talks with the government. That’s all I can say.”

Tenaga’s 18,000km-long fibre-optic network is an asset that could earn recurring income, like its transmission grid. Its plan to activate its fibre-optic network along its transmission and distribution grid coincides with the government’s Jalinan Digital Negara (Jendela) initiative, which is set to improve fixed broadband connectivity nationwide, achieve 100% 4G coverage and begin 5G deployment this year.

Malaysia’s 5G rollout thus provides exciting growth opportunities.

On July 5, Digital Nasional Bhd (DNB), the government’s special-purpose vehicle tasked with executing the 5G rollout, announced that Ericsson had been selected to design and build Malaysia’s nationwide 5G network.

The project is estimated to cost RM11 billion and will incorporate tower rental and fibre leasing, with the latter possibly proving to be lucrative for fibre asset owners such as Tenaga.

It is understood that DNB is likely to lease the existing fibre-optic cable network owned by different parties, including Tenaga and the telecommunications companies. However, more needs to be built and, for that, DNB will have an open tender to award the jobs.

While microwave backhaul through towers is the most common technology for 4G/5G backhaul, fibre is the preferred choice to confidently support 5G implementation such as the Internet of Things, where smart household appliances — dozens in each home — eventually flood the network.

“You see our pole at the doorstep of most premises in the country — that says something about our competitive advantage,” says Baharin.

Like he says, Tenaga’s competitive advantage is in its last-mile connectivity. Any home with electricity supply practically has Tenaga’s fibre assets ready to be activated to support the 5G rollout.

Meanwhile, Telekom Malaysia Bhd (TM) is also aggressively expanding its fixed broadband infrastructure, which it says will complement the setting-up of 5G mobile sites in the future.

In January 2018, TM and Tenaga teamed up to undertake last-mile fiberisation in the country under the National Fiberisation Plan 2017-2019, but the collaboration was called off two months after the change in government in May that year.

In addition, Malaysia’s telco giants — Maxis Bhd as well as the soon-to-merge Celcom Axiata Bhd and DiGi.Com Bhd — will jointly develop and share fibre infrastructure as backhaul deployment to their base stations, focusing on 4G and potentially support 5G new sites as well.

On the other hand, another key infrastructure player in the picture is Axiata Group Bhd’s edotco Group Sdn Bhd, which owns and operates the bulk of the telco towers in the country.

This year, Malaysia will see 5G rollout in Kuala Lumpur, Putrajaya and Cyberjaya, followed by Selangor, Penang, Johor, Sabah and Sarawak in 2022 and other states in 2023.

“At the moment, the industry is consolidating, the people are collaborating, and Tenaga is no exception,” Baharin comments.

“We are quite open to that consolidation and to collaboration with different parties that see any mutual benefit of working together. It’s a question of where and when we can go in. It’s quite a crowded market.”

Thus far, Tenaga’s fibre venture has largely revolved around the provision of broadband services to operators riding on its infrastructure.

Since last year, Tenaga’s wholly-owned unit Allo Technology Sdn Bhd has partnered with Astro, DiGi and Celcom to lease its assets, using a wholesale model. The utility group is now activating its fibre assets in Perak, Penang, Kedah and Johor, with a revised target of connecting 180,000 premises by year-end.

“The contribution is small at the moment, yes, but we see a future ahead,” says Baharin.

HONG LEONG INVESTMENT BANK RESEARCH (JULY 15): We laud the government’s move to establish Digital Nasional Bhd (DNB) to roll out a single neutral 5G infra for efficiency gain and eliminate asset duplication. After Huawei pulled out its standalone bid, Ericsson was awarded the 10-year contract worth RM11 billion to deploy around 10,000 sites along with a target to achieve 80% population coverage by 2025. The 5G network is expected to be both SA (standalone) and NSA (non-standalone) architectures on the same hardware on day one, granting full compatibility to all 5G devices in the market. NSA will be running on the most sought-after 700MHz as anchor band, taking advantage of its superior propagation feature. Meanwhile, SA will be utilising C-band (3.5MHz) as a NR (new radio) band.

Fibre is king. Its role as backhaul to transfer data at the speed of light has become ever more critical and a mandatory prerequisite in broadband/5G builds. Demand will spike not only in terms of capacity, but also coverage in order to compensate for 5G spectra (especially mmWave) shortcoming in propagation. Surge in wholesale bandwidth demand will boost margins even under MSAP (Mandatory Standard on Access Pricing) regime.

1. Pengumuman Menteri Di Jabatan Perdana Menteri (Bahagian Undang-undang) bahawa kesemua 6 Ordinan Darurat telah dibatalkan oleh kerajaan PN pada 21 Julai 2021 lalu adalah mengejutkan kerana dibuat dengan sembunyi dan tidak digazetkan di dalam Warta Kerajaan. Perkara 150 (3) Perlembagaan Persekutuan mewajibkan undang-undang darurat dibentangkan dan diluluskan di Parlimen, tetapi ini tidak dilakukan oleh kerajaan. Ini jelas menunjukkan kerajaan takut untuk membentangkan Ordinan Darurat (Kuasa-kuasa Perlu) 2021 dan undang-undang lain yang dipinda atau diluluskan ketika darurat sebelum ini dilaksanakan.

2. Tindakan kerajaan PN ini adalah kerana mereka bimbang Ordinan Darurat ini akan ditolak dan ini secara tidak langsung menunjukkan Tan Sri Muhyiddin Yassin tiada sokongan atau keyakinan majoriti Ahli Parlimen sebagai PM. Jelas lagi tersuluh, legitimasi dan keabsahan Muhyiddin sebagai PM kini telah luntur. Muhyiddin seharusnya menjadi anak jantan untuk meletak jawatan. Jangan dijadikan alasan tiada calon lain yang mempunyai sokongan majoriti untuk mengelak meletak jawatan kerana ia perkara kedua, sedangkan perkara pokok atau fundamental di dalam Perlembagaan adalah PM hendaklah meletak jawatan apabila hilang keyakinan majoriti Ahli-ahli Parlimen. Jangan dicabar seseorang itu mandul selagi belum berkahwin.

3. Kesan kritikal daripada pembatalan ini adalah segala tindakan yang dilakukan kerajaan PN ketika darurat kini menjadi batal dan tiada kesan. Ini termasuklah sesiapa yang dikompuan melanggar SOP melebihi amaun RM1,000 juga terbatal. Kompaun yang melebihi jumlah RM1,000 sehingga RM10,000 dibuat berdasarkan pindaan Akta 342 ketika darurat dan dengan pembatalan ini, maka kompaun seumpama itu adalah terbatal. Selain itu, mana-mana individu yang didakwa atas kesalahan berita tidak benar (fake news) juga terbatal dan seharusnya pertuduhan ditarik balik dan satu perintah DNAA diberikan dan mereka dilepaskan oleh mahkamah.

4. Implikasi pembatalan senyap ini cukup besar dan oleh itu, kerajaan PN hendaklah menunjukkan bukti keputusan kerajaan PN membatlkan 6 Ordinan Darurat tersebut. Rakyat perlu tahu hak mereka sebagai warganegara yang dilindungi di bawah Perkara 5 (1) dan 8(1) Perlembagaan Persekutuan.

M3Tech is expected to post improved earnings on higher contribution from its
Pakistan operations and a breakeven in its Southeast Asia and China
businesses in FY18. While the general opinion may be that M3Tech’s product
offerings may be easily replicable, we think it is slightly ahead of the curve and
has a head start given the years put into product development and research and
development. M3Tech, for now, will win on basis of comprehensiveness,
functionality, quality and most importantly, user-friendliness and costeffectiveness of its products. Furthermore, M3Tech is working on potential setup
of M3 Online (Hong Kong) as an international gateway for its product distribution
and exploring the possibility of listing in Hong Kong’s Growth Enterprise Market
with fund raising endeavour in 2018. That said, we remain cautiously optimistic
on the company's turnaround prospects, and conservatively value the stock at

After under-going 2-3 years gestation period, M3Tech rolled out its fine-tuned “i3
Series” platform in 1HFY18 with aggressive marketing campaign. The platform is
spearheaded by four product offerings i) i3Display that provides interactive
digital displays, ii) i3TeamWorks that provides business solution management
software, iii) i3Tracker that enables mobile tracking, and iv) i3Apps that allows
creation of mobile application. Adopting Software as a Service (SaaS) model to
generate recurring income from clients on monthly or quarterly basis, all the
software components are developed in-house.
i3Display, a cloud-based platform, comprises both touch-sensitive LED display
panel and i3Display content management & broadcast system that showcase
interactive content on any connected display terminals without the need for any
programming knowledge. Each terminal is configurable individually. More than
just an advertising solution, i3Display could also perform intelligent data
analytics that could be further utilised for customer relationship management.
The display panel, bundled with software developed in-house, is either sold
outright or rented out to clients. Hence, this product would help to generate both
lump sum as well as recurring income to the company. Perodua’s showroom,
Tesco, National Heart Institute, KLIA and KLIA 2 are a few notable places
equipped with such a setup. Meanwhile in Hong Kong, resellers’ sale of software

four core modules, cloud-based i3TeamWorks is designed as a complete
business management solution that could improve operational efficiency. As an
effort to inculcate culture of accountability within the workforce, responsibilities
are translated into task that can be monitored and tracked by management on
real-time basis. Hence, any deferments or shortfalls in task execution will be
prompted and addressed accordingly. Currently, i3TeamWorks has penetrated
the local SME market, including smaller-scale financial institution, which is
undergoing office automation for productivity enhancement.

i3Tracker has yet to be launched in Malaysia. Nevertheless, M3Tech is
negotiating with a local mobile telecommunication operator for potential
collaboration in bundling the smart tracking device into mobile phone plans in
Malaysia. Meanwhile, M3Tech has ventured into Indonesia by partnering with
Telkomsel, which is the country’s largest mobile telecommunication operator, to
deliver theft deterrent GPS motorcycle tracker. Incidentally, i3Tracker is also a
location pinpointing device when used together with i3TeamWorks.

Without the need for any programming, the i3Apps mobile application building
platform allows for instant creation of customised and cost-effective application
that grows as business progresses, with minimum monthly commitment.

customers making order via their smart devices in food outlets.
M3Tech’s bread-and-butter business, i.e., mobile value-added services solution
remains the key profit centre of the group, particularly the 60:40 joint venture
formed between M3Tech and Yevolve (Pte) Ltd in Pakistan. Although the usage
of SMS is on a declining trend in more advanced countries including Malaysia,
SMS gateway for mobility solutions is still widely used in Pakistan and growth is
expected to continue in the near future. In Malaysia, corporates and banks are
still relying on M3Blast to broadcast information or updates to clients via bulk
SMS at promotional rate.
XOX Bhd was the largest shareholder of M3Tech since 12 May 2016 but it has
disposed 39.6m shares (6.8% shareholding) in 3Q17 and left with 5.5%
ownership. Meanwhile, PAPAGO (H.K.) Limited emerged as one of the
substantial shareholders of M3Tech since 7 Nov 2012 through a private
placement exercise but it sold 24.2m shares (4.2% shareholding) in 4Q17, left
with 4.9% ownership and ceased to be M3Tech's substantial shareholder. On
the other hand, Mr. Lim Seng Boon acquired an additional 0.5m shares (0.1%
shareholding) in 3Q17, bringing his total shareholding to 13.4% (including an
indirect stake of 4.1%). Based on its FY2017 annual report, several new
shareholders have emerged following XOX’s disposal. These new shareholders
include GV Asia Fund (which owns a 3% stake of M3Tech), an entity believed to
be connected to Mr. Voon Sze Lin. Mr. Voon also holds a direct stake of 1.3% of

Good123 For the quarter ended 31 March 2021, the Group’s Mobile Solutions and trading segment
registered a revenue of RM13.9 million as compared to RM10.1 million recorded in the
corresponding quarter 2020. The 38% increase for the Mobile Solutions and trading segment
was mainly due to the increase demand from banking customers in Pakistan and United Arab
Emirates. The sales of Cloud Services Solutions recorded a revenue of RM0.2 million as
compared to the corresponding quarter of RM2.5 million. The decrease was mainly due the
pandemic and our clients in food & beverage and consumer industries had made the abrupt
shift to working from home.

Review of result for current quarter compared with immediate preceding quarter
Revenue for the current quarter improved by 9% against the immediate preceding quarter. It
was attributed by higher demand for body temperature sensing devices and i3Teamwork
The Group reported a loss before tax of RM0.9 million as compared to a loss before tax of
RM2.0 million in preceding quarter. The LBT was mainly due to higher direct costs and the
provision of impairment loss on receivables and inventories written-down.

Good123 The COVID-19 pandemic and the resulting imposition of Movement Control Orders (and
their various different adaptations) have led to an unexpected surge in online services, banking
in particular. This has resulted in an increase in the volume of SMS traffic provided by our
Mobile Solutions Services arm.
The launch of our new messaging portal allows direct connection to all of the most popular
Instant Messaging apps such as WhatsApp, WeChat, Telegram, etc. This emancipates us from
the restrictions of SMS, and opens up a significantly larger user base, that will also benefit
from richer message content.
The government has gradually and progressively eased the restriction and businesses are
allowed to operate under strict Standard Operating Procedures (“SOP”) and this has provided
a temporary uplift of our economy. Our Cloud Solutions segment has seen a significant
increase in revenue in last quarter, as our customers have primarily been in the Retail, Food
& Beverage, and Hospitality industries. However, we have swiftly shifted the focus of our
i3Display devices from push advertising to temperature checking and contact tracing, two
highly sought-after services in this new paradigm.
