Guys, can anyone explain how to purchase new shares from the private placement?

The last I heard is bad news where KUB directors are re-considering on the joint venture. But I do hope the project came true.

Is this bad news? I've heard company that keep issue warrant is not a good thing since it dilute share. Anyone can explain this news?
