Overall, Saifuddin said, Pos Malaysia would usually receive an average of between seven to eight million items a month, but last April, the number increased sharply to 12.7 million items, which was an 82 per cent increase from February.

Total number of items in May and June remained high at over 10.8 million per month.

“The situation put pressure on Pos Malaysia’s processing and delivery capacity. Note that Pos Malaysia’s parcel processing capacity is between 300,000 to 400,000 items a day.

"With the sharp increase in volume, Pos Malaysia had to process between 600,000 to 800,000 items a day, which is a 100 per cent increase," he said.

Elaborating, Saifuddin said, the MCO implementation had also caused several commercial airlines to cancel flights to Sabah and Sarawak, which in turn affected delivery capacity and resulted in delayed shipment.

As such Saifuddin said, to ensure goods were delivered throughout the country, especially to Sabah and Sarawak and following shortage of commercial flights since mid-April, cargo flight services from several local and regional companies were used.

In addition, Pos Malaysia also hired over 1,300 part-time staff, to expedite processing and packing at Pos Laju centres nationwide from April 1, 2020 onwards, and of that number, 30 per cent were in Sabah and Sarawak, he said.

Saifuddin said, to date, 299 full-time Pos Riders have been appointed while 1,400 are on a part-time basis, of which 224 are in Sabah and 270 in Sarawak.

"To increase parcel delivery capacity, more delivery agents were appointed under the Pos Rider programme," he said.

According to Saifuddin a Pos Laju Centre would open in Lok Kawi, Sabah, in mid-July to increase processing capacity and expedite delivery to areas around Kota Kinabalu, Penampang, Putatan, Petagas, Kepayan, Kota Kinabalu Airport, Kinarut , Lok Kawi, army camps and nearby villages.

This centre will also be a mail, courier and parcel services hub for delivery to major cities in Sabah.

"Hence, the increase in the number of parcels received by Pos Malaysia was much higher than the existing processing and delivery capacity," he said when answering a special chamber motion in the Dewan Rakyat sitting today.

The motion was brought by Chan Foong Hin (PH-Kota Kinabalu) who asked about the actual increase in number of parcels in Sabah and Sarawak, said to be alarming, that a notice was issued by Pos Malaysia.

Chan also wanted to know the action taken by the government to assist Pos Malaysia in increasing its processing capacity and whether more staff or delivery vehicles were mobilised .

Parcel shipment in Sabah, Sarawak soared to 1.39 million in June - Saifuddin

KUALA LUMPUR, July 15 -- Pos Malaysia received a sharp increase in parcel deliveries in Sabah and Sarawak to reach 1.39 million in June, Communications and Multimedia Minister Datuk Saifuddin Abdullah said.

He said there was a drastic increase in goods to be delivered to Sabah and Sarawak, starting in May which numbered 791,000, compared to 65,000 in March.

“The COVID-19 pandemic and the Movement Control Order (MCO) enforcement caused more consumers to turn to online purchasing.

A wide variety of lessons were learnt during the MCO as Malaysians took the time to reflect on themselves and on humanity. These ranged from their relationships with religion, the need to be more prepared for unexpected events, gratitude for what they had, the importance of health, value of community spirit, and the fragility of humanity.

On the question of what would face the most change in the next 10 years due to the pandemic, respondents gravitated towards the key sectors: Social interaction (27%), Economy (27%), Technology (24%), Environmental policies (12%).

Not surprisingly the thing Malaysians missed most during the MCO was to 'lepak' – including eating out (71%), going to a shopping mall (44%) and recreation in parks (34%).

The survey, entitled "You Ok or Not during MCO?" was rendered in a humorous tone peppered with Malaysian colloquialisms and was accompanied by relevant classic Lat cartoons, used with the artist's consent, to encourage survey participation. The survey ran from Friday May 15 to Saturday May 23, 2020.

Other findings revealed that Malaysians kept happy and relaxed during the MCO by spending time with family/friends (57%), working on hobbies (53%), and being entertained online (43%). However, nearly a quarter of people (23%) felt demotivated; while a small proportion (14%) felt super-motivated. The most commonly mentioned achievements during the MCO were new skills (44%), better relationships (38%) and personal growth (35%).

However, different demographics were affected in different ways. A higher percentage of women (40%) felt stressed about their family relationships than men (35%). Women were also more likely (38%) than men (26%) to feel that childcare duties were not equal, with similar ratios for housework. Interestingly women felt more connected to the rest of humanity (32%) compared to men (26%).

Younger age groups were impacted by the MCO in different ways to the general population; nearly half of all 18 to 24-year-olds felt stressed during the MCO, much higher than most other age groups. Additionally, 1 out of 4 Malaysians under 24 years of age indicated that the MCO had a detrimental effect on their friendships, which was a slightly higher number than the older demographic.

"The main finding is that in general Malaysians fared reasonably well during lockdown. While there were certainly some people who struggled with the basics like paying bills, the majority felt more connected to the rest of humanity, had improved relationships with their family and took the time to reflect spiritually," he emphasised.

Some key findings from the survey showed:

Malaysians generally fared well with many reporting home and self-improvement during the period.
There were differences in experiences based on certain background demographics, such as gender and occupation
Factors affecting a respondent's experience of the MCO are interrelated, both positively and negatively. This is shown through generational and stress patterns. Those who felt stressed at work, generally felt stressed in other aspects of life as well, such as having poorer quality of sleep, difficulty in accessing food and feeling more strained family relations
Interrelatedness of factors could also be seen in age groups. While younger generations reported experiencing more negative emotions during the MCO, older generations were found to have more positive emotions during the MCO.

"Covid-19 has been an unprecedented event, with the MCO being a unique challenge for all Malaysians. The survey was undertaken to gather baseline data on how Malaysians fared during the MCO. It was also an opportunity to document a slice of history, recording how the Malaysian community felt and dealt with the pandemic," Benson said.

"We structured the survey around what is known as Maslow's Hierarchy of Need, which ranges from basic needs such as food and shelter, to psychological needs like relationships and a sense of achievement. At the apex of the hierarchy are self-fulfillment and spiritual needs, which we also surveyed.

"It is important that we understand how Malaysians are coping, whether they are in need of help, and if so, what kind of help. The results will be useful to us in innovating solutions that could potentially help reduce stress or deliver aid to Malaysians in need," he added.

"We had a total of 2,240 responses to the survey. It was conducted online so it has some biases, but we have a good cross-section of age, gender and ethnicity, so we can be reasonably confident that the results are representative, at least, of 'middle Malaysia'," Benson said.

Think City Survey Shows That Malaysian Women and Youth Experience Higher Levels of Stress During MCO

KUALA LUMPUR, Malaysia, June 15, 2020 /PRNewswire/ -- A recent survey conducted by Think City, a social purpose organisation for urban rejuvenation, has revealed that women and those aged 18-24 experienced higher levels of stress compared to other demographic profiles during the recent Movement Control Order, imposed by the Malaysian government due to the Covid-19 crisis. According to Dr Matt Benson, Programme Director at Think City, who devised the survey, the baseline study would present data that can also be revisited to compare how views and circumstances may change in six months' time.

Could there be another epidemic?
Bubonic cases are rare, but there are still a few flare-ups of the disease from time to time.

Madagascar saw more than 300 cases during an outbreak in 2017. However, a study in medical journal The Lancet found less than 30 people died.

In May last year, two people in the country of Mongolia died from the plague, which they contracted after eating the raw meat of a marmot - the same type of rodent the second suspected case came into contact with.

However, it's unlikely any cases will lead to an epidemic.

"Unlike in the 14th Century, we now have an understanding of how this disease is transmitted," Dr Shanti Kappagoda, an infectious diseases doctor at Stanford Health Care, told news site Heathline.

"We know how to prevent it. We are also able to treat patients who are infected with effective antibiotics."

But nowadays it can be treated by antibiotics. Left untreated, the disease - which is typically transmitted from animals to humans by fleas - has a 30-60% fatality rate.

Symptoms of the plague include high fever, chills, nausea, weakness and swollen lymph nodes in the neck, armpit or groin.

What is bubonic plague?
Bubonic plague, caused by bacterial infection, was responsible for one of the deadliest epidemics in human history - the Black Death - which killed about 50 million people across Africa, Asia and Europe in the 14th Century.

There have been a handful of large outbreaks since. It killed about a fifth of London's population during the Great Plague of 1665, while more than 12 million died in outbreaks during the 19th Century in China and India.

The first case was reported as suspected bubonic plague on Saturday at a hospital in Urad Middle Banner, in Bayannur city. It is not yet clear how or why the patient might have become infected.

The second suspected case involves a 15-year-old, who had apparently been in contact with a marmot hunted by a dog, a tweet from Global Times said.

A level 3 alert, which forbids the hunting and eating of animals that could carry plague and calls on the public to report suspected cases, has been put in place until the end of the year.

Authorities in China have stepped up precautions after a city in the Inner Mongolia autonomous region confirmed one case of bubonic plague.

According to state reports, the Bayannur patient - a herdsman - is in quarantine and in a stable condition.

Officials said they were also investigating a second suspected case, according to China's Global Times.

The bubonic plague was once the world's most feared disease, but can now be easily treated.
