nope all government Concession agreement is generally around 10% of equity return~~
and for that WTE project..they have been talking since 2013~~it is only recently there are some movements (appointing contractors)~~maybe you will need to wait at least 3 years to materialize~~
it is a viable business for sure~~but risky and moderate return at most

if and only if u trust that their balance sheet is true and fair~~i have good reasons to believe they have window dressed their financial statements~~

anyway..no doubt First Solar is damn big~~and their sales figures are in the billions....u cannot compare Cypark with FS
