Police said they had arrested at least 16 people, aged 14-40, involved in crimes including possession of offensive weapons, possession of tools for illegal use and dangerous driving.

Protesters in a downtown shopping mall chanted “Liberate Hong Kong! Revolution of our times” and “Hong Kong independence, the only way out”, but dispersed as lookouts shouted a warning to “go shopping!” at the sight of police vans outside.

One protester was seen with a placard reading “one country, two systems is a lie”, referring to the political system put in place at Britain’s 1997 handover of the city to China that is meant to guarantee Hong Kong’s freedoms until at least 2047.

“I’m scared ... if you don’t come out today, you’ll never be able to come out. This is legislation that directly affects us,” said Ryan Tsang, a hotel manager.

Beijing last week unveiled national security legislation plans for Hong Kong that aims to tackle secession, subversion and terrorist activities.

It could see Chinese intelligence agencies set up bases in the semi-autonomous city.

The move triggered the first big street unrest in Hong Kong in months on Sunday, with police firing tear gas and water cannon to disperse protesters, evoking memories of violent anti-government protests that paralysed parts of the city last year.

Chinese authorities and the Beijing-backed government in Hong Kong say there is no threat to the city’s high degree of autonomy and the laws will be tightly focused.

“It’s for the long term stability of Hong Kong and China, it won’t affect the freedom of assembly and speech and it won’t affect the city’s status as a financial centre,” Hong Kong Chief Secretary Matthew Cheung told reporters. “It would provide a stable environment for businesses.”

Hong Kong’s most prominent tycoon Li Ka-shing said in a statement security laws were within every nation’s right, but Hong Kong had the “mission-critical task” to maintain trust domestically and globally in “one country, two systems”.

Hong Kong media reported Beijing had expanded the scope of the draft security legislation to include organisations as well as individuals.

The law was being revised to cover not just behaviour or acts that endanger national security, but also activities, local broadcaster RTHK and the South China Morning Post reported.

U.S. President Donald Trump on Tuesday said the United States this week would announce a strong response to the planned security legislation for Hong Kong.

The U.S.-China Business Council (USCBC) said urged “all leaders to take those steps necessary to de-escalate tensions, promote economic recovery and the rule of law, and preserve the ‘one country, two systems’ principle.”

Asian shares slipped over rising tensions between the United States and China. Hong Kong shares led declines with the Hang Seng falling 0.46%, though it kept a bit of distance from a two-month low touched on Monday. [MKTS/GLOB]

Protesters and pro-democracy politicians say Hong Kong’s National Anthem Bill, which aims to govern the use and playing of the Chinese national anthem, represents another sign of what they see as accelerating interference from Beijing.

The bill carries penalties of up to three years jail and/or fines of up to HK$50,000 ($6,450) for those who insult the anthem. It also orders that primary and secondary school students in Hong Kong be taught to sing the “March of the Volunteers”, along with its history and etiquette.

Protests have returned to the streets of Chinese-ruled Hong Kong after Beijing proposed national security laws last week that sparked global fears that the freedoms helping it prosper as an interface between China and the West could be eroded.

Hundreds of riot police took up positions and authorities erected a two-metre (6 feet) wall made of plastic barriers filled with water around the Legislative Council, extending across a park up to Victoria Harbour.

In other parts of the city, protesters used bins and debris to block roads, while activists issued calls online for demonstrations in various locations later in the day.

“Although you’re afraid inside your heart, you need to speak out,” said Chang, 29, a clerk and protester dressed in black with a helmet respirator and goggles in her backpack.

Isn’t the main aim of gazetting the CMCO supposed to be to prevent and control infectious diseases? So shouldn’t decisions be made based on the advice of the Health Ministry and experts from the infectious disease field?

But it looks like decisions are made more to pander to the whims and fancies of industry players rather than for prevention and control of infectious diseases.

Don’t get me wrong. I am for the economy to regenerate. But it shouldn’t be done at the expense of the health safety of our rakyat.

Industries should be allowed time to adjust working environments to comply to prevention and control of infectious diseases. A one-week notice for the industries to reopen would be nice. So May 12 should be a good time to reopen.


Some states have “defied” the order of the federal government but I don’t think they do it with any negative intention. After all, hadn’t they fully cooperated with the federal government during the first three MCOs?

It was because they knew that it was good for their states. For this CMCO, they certainly can foresee problems arising should they follow the federal government’s decision.

Though all states have been struck with the Covid-19 problem, we have to understand that they are not similarly struck. So how can we have one blanket decision for all states?

Others have spoken eloquently of the incompetence of this government and its head honcho. What happened on Feb 29 when the legitimately-elected government was ousted will have ramifications that will last longer than the Covid-19 epidemic.

These men who have snatched power are not only incompetent but lack the morals to lead.

In the middle of a crisis such as we are now in, the answer to uncertainties expressed by the states is not to threaten them with imaginary legal actions that may be taken against them but to share with the states all information that supports the decision to reopen the economy and to allay their fears about the epidemic growing worse.

In the seven weeks of shutdown, the government must have had the time and the expertise to carry out an impact study that would weigh the different consequences of continuing with the shutdown or terminating it.

The public has not had the benefit of a considered opinion on these matters. The dilemma of deciding on lives or livelihood needs a careful consideration of all interests. This government has proven that it does not have the competence to manage these issues.

The Parliament must be convened, and not for one day only, to deliberate more carefully the matters that are affecting the country - economic and health matters. Also, to take steps to chuck this bunch of usurpers from power.

YEAH...WHO has far from failed to their duty - they do not run national healthcare systems. They have done a lot within their remit to spread information to states as fast as possible and dispense balanced advice, and most of all, they are subject to public scrutiny for the advice.

1. WHO runs on a scientific basis and in January warned of human-to-human transmissions, yet the US did not do much to prepare. Do you think if they advised border closures, the US would have taken heed?

2. There was plentiful evidence that closing borders selectively may not be effective as there are many routes for disease vectors to enter.

3. The economy is related to health. Manufacturing is vital to keep supplies running, and logistics is vital to ensure those supplies get where they need to be.

Here's a statement from WHO:

"Here, I ask your governments to seriously consider and reconsider steps taken to close borders and impose import/export restrictions. These measures are inhibiting the flow of desperately needed supplies and equipment, including personal protective equipment for our frontline health workforce. This is directly impacting the ability of health systems to prepare and respond."

Newday: It was interesting listening to Trump’s speech. He accused WHO of working with the Chinese to prevent much-needed medical information early on coming out to the rest of the world.

The Chinese refused WHO’s repeated requests to release live virus strains to WHO to distribute to research facilities, they relented part way by releasing the DNA sequence but that was it. China also refused repeated WHO requests to send people to China for some time.

Does that read like WHO in cahoots with the Chinese? This is all about Trump shoring up his rabid right-wing nutter supporter base.

Any rational person would have saved their view on this until after the worst of Covid-19 is over, not in the middle of this crisis. Yes, WHO could have done a better job by calling the pandemic earlier, but look at certain presidents - US and Brazil - repeatedly ignored the truth and still do.

With the benefit of hindsight, everyone could have done better.

To cut to the jugular, Tommy Thomas, former attorney-general, a Tan Sri, has described the MACC statement that he had agreed to a settlement of the case against Riza Aziz as a lie.

And when the MACC head Azam Baki further stated that he stood by his deputy public prosecutor (DPP) source of information, it can be inferred that Thomas is calling Azam a liar.

We can now expect the MACC chief to repair this affront by instituting legal proceedings against Thomas for defamation of character. Or would he?

Weighing the chronological history of events prior to Thomas’ departure and in particular the complaint by Riza’s own counsel, there are essentially only two issues in this shocking case.

The first is the identity of the person who authorised the withdrawal of the charges and second, the terms under which the settlement was achieved.

Examining the second point first, it appears that by payment of about US$107 million, Riza would not face further action in respect of the US$248 million, which is the subject of the claims against him.

Even the least mind would conclude that such generous conditions would mean that for certain individuals, crime apparently indeed pays. This would hardly be shocking since Malaysians already suffer the perception that some can get away with murder even in its literal sense.

What is truly outrageous is that where a person has supposedly come to possess RM1 billion through dubious means, he is still allowed to retain RM500 million, a most profitable undertaking.

Along the sidelines, people may also wonder why, if someone had taken home properly earned income, he would not want to surrender even a sen of it to the government.

This brings us to the first point. Considering the noxious elements in the case, there is a high stink of shame and condemnation against whoever was behind the convenient arrangement; this could also be an impediment to the many other instances where similar settlement is eagerly awaited.

Thus, what better solution than to set a false trail and lay blame on an innocent passer-by. Tommy Thomas fits the role to a T, and he can always be accused of not sharing the national vision of race, religion, and ruler.

He might even be a closet DAP supporter.

We must allow healthy people especially those aged 18 to 60 to go back to work who even if they get the infection get only mild symptoms to go back to work with a focus on ensuring they get only a low viral load if at all

It is not possible to wear a mask at all times as it is uncomfortable .

So the instruction for wearing a face mask is when it is impossible to social distance more than 1-2 metre . Use your wisdom and wear the mask when it appears you may be at risk .

Social distancing , the more the better and strict hand hygiene is important

The focus on the groups likely to cause resurgence of clusters is welcomed which is immediate lockdown of red zones anywhere .. Quick action to contain clusters and test contacts is needed to inform the contacts to take extra precautions not to spread the virus in the asymptomatic phase or mildly symptomatic phase . However those contracting Covid 19 should be treated as having a dangerous flu and not leprosy.

The illegals will be need to rounded up and tested and migrant workers dormitories etc should be ugraded to be more sanitary and clean .

Many illegals are in hiding in overcrowded accommodations and hopefully with no new illegals the disease will be burn out when most of them have had Covid19

The most important thing is to remember that with all the above precautions the young and healthy could still get covid 19 in a mild dose and get immunity and get well with minimal symptoms and not worry about this .

The Ministry is knowing to have excellent publicity on the importance of these young not giving it to the elderly and vulnerable who will get the lung infection and need oxygen and ventilation or die .. Those going to work must also it appears protect children not only the elderly by SOP practices at home as well when tending to the elderly and children.

Overall the country has done well but now it is time not to be afraid to lift as many restrictions with the following rules being applied strictly

1. Wear a 3 ply surgical mask which is now cheap mandatory when you are unable to social distance more than 1meter and this should be enforced by designated personnel wherever this is occurring eg inside crowded LRT , in JPJ
post offices etc etc. .

2 . Social distancing as far as possible whenever one can

3 . Strict soap hand washing after going to public places and touching public things .
Strict toilet hygiene

4. Regular sterilization of common areas .

5. Use your common sense to protect the elderly and those with chronic illness etc and also young children at home and at schools by the working adults going into the community to make a living .

6. PPE such as N95 and facial shield for healthcare workers or others who could be exposed to direct high levels of the virus and doing screening etc. Patients are presenting in OP patient clinics not necessarily with fever and cough but gastrointestinal symptoms, conjunctivitis , heart related symptoms etc.

3 ply facemasks for all other healthcare workers who can distance themselves and not directly examining patients .



Honestly it is the number of those needing oxygen and ventilation and number of deaths and children developing a Kawasaki like illness being kept low at this moment in time and not the number of Covid 19 cases as this is like saying we want the number of flu cases in the country to be in two digits or single digits .

Everything should be reopened but following set SOPS at each level . I think most rakyat understand how serious this Covid 19 is to the vulnerable population and all of us citizens can point out any SOP not being followed by 5% of offenders to managesr , proprietors or officials in charge to put them on their toes to ensure SOP is being followed.

I think the issue on wearing a mask is still very confusing from KKM so why not just say if you CANT social distance more than 1 meter please wear a mask eg in crowded or poor ventilation areas like public transport , JPJ etc etc.

Keep up the great work KKM but its time to reopen everything as Covid 19 cases will never decrease to zero and new clusters will need to identified and dealt with speedily and SOPs at all levels should be followed by all citizens who by now are quite well educated and 95% compliant and for the 5% non compliant officials in each place should enforce compliance as they have the right to do so.

The UK’s coronavirus R value – the estimated number of people each person infects – is now between 0.7 and 1, according to the government’s scientific advisory group for emergencies (SAGE). Five days ago, UK prime minister Boris Johnson said R was between 0.5 and 0.9. The government’s science advisors say the increase is not a reflection of coronavirus restrictions being eased in England this week, but rather due to a lag in the data that is used to model the R value. Only 1500 of a total of 18,000 coronavirus contact tracers – just over 8 per cent – have been recruited by the UK government by its mid-May deadline, a cabinet minister said today. The government had previously refused to say exactly how many contact tracers it had employed.

Up to 8 million people could be on waiting lists for National Health Service (NHS) treatment by autumn, UK ministers heard yesterday. Hospital capacity could be cut by 30 per cent as trusts attempt to implement social distancing among staff and patients.

Your whole article had one good point. The opening up was not gradual enough. It was disorganized and disorderly, THAT agree. But the opening up HAD to occur, sooner rather than one or two months later as your article implies (or did it mean 6 months later . . . . .its vagueness as to when the "right" time was, did not help).

Where are you located exactly Sir? Did you not see our poor struggling with their daily needs and those on daily wages desperate to put food on the table? Did you not see the old struggling with the loneliness of the MCO and those living in crowded 400 sq ft low cost flats enduring the mental stress of having to stay indoors? Did you not see the 20,000 ordinary people who were arrested and some jailed for breaking the MCO?

You dare compare US and New York with Malaysia? In New York people arriving in Toyota Camry's and Ford Trucks to pick up free food. They were being given cash handouts very generously by Trump. We are a poor developing nation . . . . . we would struggle to feed our population for a prolonged MCO.

You are an academic with a poor grasp of simple health economics and epidemiology. Do you really think a continued lock down with not have any repercussions on the health of the population? Let me put it simply for you. As people become poor they starve and become malnourished. This in turn results in a poor immune status. It makes them prone to infections and diseases. Then they die because of it. Is that not also "human sacrifice" as you put it so crudely? Or is it all right because this involves the B40 group. Not those who live in ivory towers with cushy bank reserves. Are they not human too?

Then with an academic flourish, to add a bit of drama, you throw in "child fatality" into your script! Its well known in this pandemic that children don’t seem to be getting severely ill with Covid-19. I could only find 3 reported deaths in children in the US. Compare that to 4500 child deaths due to motor vehicle accidents yearly there. So please don"t "sacrifice" children by putting them in a car! To quote you, "Think"!
