The monthly chart shows ARBB potentially forming a double bottom pattern (Yellow rectangle). It may trend towards and test the RM0.5 level.

Zooming into the weekly chart, ARBB can be seen to have broken out of a triangle consolidation pattern with a potential target price (TP) of around RM0.4

An inverse head and shoulder may also be seen on the daily chart with a breakout point of around RM 0.275 which is supported by the MA9 and a potential TP beyond the RM0.4 level.

Conclusion
Taking into consideration all the pictures painted on the various time frames, ARBB may be retesting the RM0.5 level. RM 0.4 may be seen as a potential resistance area though. Immediate support can be taken at the RM 0.275 area with a final support of RM 0.1.

Awang regarded the PPSMI programme implemented under former prime minister Tun Dr Mahathir Mohamad as ‘a failure’.

The DBP man said the Perikatan Nasional (PN)-led government had made the right decision of not reimplementing the PPSMI.

He said PPSMI in Sarawak, which commenced early this year, involved special training for the teachers involved.

“If it (PPSMI) was a failure, it was because there was no proper programme to prepare the teachers involved.

“Unlike the Sarawak PPSMI, which started in the beginning of this year, the teachers involved had been given a special programme conducted by qualified English lecturers from IPGs (teachers education institutes) throughout Malaysia,” he told thesundaypost.

Manyin said Sarawak PPSMI was to be monitored, but this had to be put on hold due to the Covid-19 pandemic.

“Ours is not a dual-programme but PPSMI (all primary schools except aided-Chinese primary schools), that Mathematics and Science are all taught in English, effective beginning of this year,” he said.

Meanwhile, Assistant Minister of Education, Science and Technological Research Dr Annuar Rapaee said he would need to read the research findings before commenting further as he could not just accept DBP board of directors chairpman Prof Datuk Dr Awang Sariyan’s conclusions.

Fifteen new Covid-19 confirmed cases were reported to the Health Ministry today, bringing the cumulative total to 8,779.

Health director-general Datuk Dr Noor Hisham Abdullah said one fatality was reported to the ministry today, raising the Covid-19 death toll in the country to 123.

"Seven patients have been discharged from the hospitals, which bring total recoveries from the infection to 8,553 or 97.4 per cent of the total cases.

"As of today, 103 active cases being treated (at health facilities in the country).

"Two of cases are currently being treated in the Intensive Care Unit, with one of them being an intubated patient," said Dr Noor Hisham on his official social media accounts here today.

Meanwhile, of the 15 new cases, four were imported cases involving two Malaysians and two non-citizens — one of whom was permitted to enter the country for work purposes while the other is married to a Malaysian. These cases were traced to the UK, India and Libya.

The remaining 11 were local transmissions related to eight Malaysians and three non-citizens. Of the eight newly infected Malaysians, five were detected in Sarawak and one each in Selangor, Sabah and Johor.

Noor Hisham said the three non-citizens who contracted the disease locally were each traced to three new clusters namely the Restaurant cluster in Kuala Lumpur, Rumah Kongsi cluster in Sepang and Jetty cluster in Kuching, Sarawak.

Health director-general Dr Noor Hisham Abdullah said seven more patients have recovered and were discharged from hospitals today, bringing the current rate of recoveries to 8,553 (97.4% of the total cases).

"Based on the information reported to the National Crisis Preparedness and Response Centre, it is unfortunate that there was one new death reported due to Covid-19. The death toll now stands at 123," Noor Hisham said in a statement today.

"The deceased was a male Malaysian aged 72 who was diagnosed with chronic high blood pressure and a stroke. He was pronounced dead at 12.51am on July 17 upon arriving at the emergency ward of the Enche Besar Hajjah Khalsom Hospital in Johor," he added.

Today's new cases brought the country's tally of Covid-19 infections to 8,779.

The number of active cases now stood at 103, breaching the triple-digit mark for the first time in over two weeks, when the country recorded 144 active cases on July 1. Two patients are now being treated in the intensive care unit with one requiring ventilator support.

We must however move from the anecdotal to the statistical. The anecdotal wrenches at our heartstrings. But the statistical will give us the facts that we need to formulate policy and work our action that is required to deal with the problem. After 60 years of Independence with Malay leaders at the helm and after 50 years of the NEP with dominant Malay leadership and almost exclusively Malay civil servants in charge of everything and with billions of Ringgit spent on all sorts of schemes and subsidies funds and projects why are there so many Malay poor ? Indians were displaced from the estates and from Government service and with no help from anyone became marginalised. Gangs replaced family and community. Race became the basis for preference, opportunity and employment. The Chinese survived because of their dominant position in the commercial sector. Many left the country. An honest survey must be conducted to determine accurately what is the position of poverty in Malaysia. And an objective analysis must be conducted to fund out why past policies and actions have failed. It is ridiculous to blame the Chinese for the problem of Malay poverty or to punish them for being industrious and enterprising. It is even more absurd to ignore the plight of poor people of all races - including the Orang Asli and the indigenous people of Sabah and Sarawak. .
