Yes higher dividend payout is ideal strategy. It looks silly to give free warrants since the company does not need the money. Yet free warrants exercise is waste of time and money.

Share buyback only helps push up share price if the company is valued based on PE. This company's PE already very low, seems like investors value this company based more dividend yield than PE. If Marco uses its RM7.5 million to buyback the shares, investors get nothing (especially for this illiquid stocks where investors cant sell their shares even if share price may go up). Bird in the hand theory, dividend payout is a better strategy.
