T20 M40 and B40 clarification has been clearly outline for years! I really dumbfounded with such scholar who claim to be expert! Dont' even know what T20 is! Better quit!

And mind you current government has to bare over 100 billion subisidies a year! That's one third of national annual budget! Government of the day has zero for any new developments! And here comes dumbass from local university not knowing a clue about classification of income group!
