ManagePay Clarifies Prolintas Deal, to Charge Nominal Fees at Toll Lanes

KUALA LUMPUR (July 12): ManagePay Systems Bhd has clarified that the appointment of its wholly owned subsidiary ManagePay Services Sdn Bhd (MPSB) as the open payment system provider at selected toll lanes for a subsidiary of highway concessionaire Projek Lintasan Kota Holdings Sdn Bhd (Prolintas) does not involve an outright purchase contract, but ManagePay will instead charge nominal fees, including mobilisation and monthly maintenance costs.

ManagePay, in response to Bursa queries, said that as an open payment platform system provider, it will charge nominal mobilisation and monthly maintenance costs to cover sensitive partial system cost items, without disclosing the specific contract value due to “sensitivity” of the information.

“The major income is derived from merchant discount rate that MPSB charges for processing of bank card and e-wallet used by commuters to pay for the toll fee,” it said in a filing on Wednesday (July 12).

ManagePay said the expected date of commencement of the system is June 26, 2023, with installation completion on Sept 18, 2023.

On the risks in relation to the contract, it said Prolintas' subsidiary Turnpike Synergy Sdn Bhd (TSSB) reserves the right to claim liquidated damages of RM65 per day from MPSB in case of system completion failure until the contract termination or actual completion date.

“TSSB may deduct such liquidated and ascertained damages from any money due or to become due to MPSB, failing which such damages shall be recovered from the performance bond or as a debt due from MPSB,” it added.

On May 10, ManagePay said its subsidiary MPSB was picked by TSSB to supply an end-to-end open payment solution at selected toll lanes for the Ampang-Kuala Lumpur Elevated Highway (AKLEH) and Guthrie Corridor Expressway (GCE).

Besides AKLEH and GCE, Prolintas is also the concessionaire for four other highways — Lebuhraya Kemuning Shah Alam (LKSA), Kajang SILK Highway (SILK), the Sungai Besi Ulu Kelang Elevated Expressway (SUKE) and Damansara Shah Alam Elevated Expressway (DASH).

The scope of work also includes testing and commissioning, leasing of the system during the leasing period and provision for maintenance support.
