KUALA LUMPUR: The Public Accounts Committee (PAC) will begin its proceedings on the Armed Forces Fund Board (LTAT) on June 20, by summoning its former chief executive officer and former senior strategic director.

The 2022 Auditor-General's Report had flagged LTAT for recording a negative balance in its reserve since 2020, at RM0.376 billion in 2020 and RM0.285 billion the following year. In 2022, the figure was RM0.338 billion.

PAC chairman Datuk Mas Ermieyati Samsudin said the proceedings would be conducted based on Standing Order 77(1)(c).

"The PAC will also be conducting proceedings on the National Identification Integrated Solutions (NIISe) based on 77(1)(d).

"For the procurement and development of NIISe, the PAC will begin by summoning witnesses from the Home Ministry, Immigration Department, Malaysian Administrative Modernisation and Management Planning Unit, and cybersecurity-related vendors in the system, including the Sistem Keselamatan Imigresen Nasional Negara (SKIN)," she said in a press conference in Parliament today.

The date of the proceedings will be set later along with the terms of reference provided to the Home Ministry and Immigration Department for the preparation of documents and information, she added.

"The PAC decided to call for the proceedings following the High Court's decision ordering the government to pay RM231.5 million to a company for the contract termination for the SKIN project, now known as NIISe."

Mas Ermieyati also said that since January this year, the PAC had held two pre-proceeding meetings, 17 proceedings, six housekeeping meetings, five verification meetings and three briefing sessions.

She said the committee remained concerned as most of the issues were due to delays in project implementation and weaknesses in project management monitoring.

"However, the PAC feels that the corrective action taken by those responsible to resolve the issues should be praised.

"Nevertheless, it would be better if all projects were carried out smoothly without any issue so that the people can enjoy their benefits."
