He graduated from University of Malaya with a B.A (Honours) majoring in Geography in 1977 and subsequently received a Postgraduate Diploma in Public Admin. (DPA) from the Faculty of Economics and Administration, University of Malaya in 1978. In 1988, he obtained a MBA degree from United States International University, San Diego, California, U.S.A. He is also an Associate Member of Certified System Investigator (CSI) World Headquaters, Singapore, a Member of Malaysian Institute of Corporate Governance (MICG), Transparency International (T I) Malaysian Chapter, Malaysian Crime Prevention Foundation (MCPF) and a Chartered Audit Committee Director (CACD) of The Institute of Internal Auditors, Malaysian Chapter (IIAM).

Encik Saffie Bin Bakar was attached to the Perlis State Government from May 1978 to August 1983 as a Director of Perlis State Economic Planning Unit. He then joined Perlis State Economic Development Corporation in September 1983 as Business Development Manager until his optional retirement from Government Service in August 1994.
He is also a Chartered Audit Committee Director of The Institute of Internal Auditors Malaysia since 2008 and Co-Chairman of the Special Task Forces to Facilitate Business for Perlis State since 2009.
Currently, he is a Senior Independent Non-Executive Director and member of the Audit Committee, Nominating Committee and Remuneration Committee of AE Multi Holdings Berhad since 2005 and a Senior Independent Non-Executive Director as well as Chairman of Nomination and Remuneration Committee and a member of Audit Committee and Risk Management Committee of MESB Berhad, which he is a member of the Board of Directors since 2004 and Chairman of the Board of Directors since 2016.
