Dato' Sri Dr Halim has a Bachelor of Economics (Hons), University of Malaya (1972), Masters in Economic Development, University of Pittsburgh (1980) and Ph.D in Information Transfer, Syracuse University (1988). He also completed professional courses in Systems Analysis and Design at the National Institute of Public Administration (INTAN) (1976), Management Education Programme, Indian Institute of Management, Ahmedabad, India (1977) and Advanced Management Programme, Harvard Business School (2000).

He has served in many Government agencies including the Ministry of Education, Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) in the Prime Minister’s Department and as Director of INTAN. He was Deputy Secretary General 1, Communications and Multimedia Sector in 1999, Secretary General, Ministry of Energy, Water and Communications in 2000, and Chairman of the Malaysian Communications and Multimedia Commission (MCMC) from April 2006 to May 2009. He is a Board member of Malaysian Electronic Clearing Corporation Sdn Bhd (a subsidiary of Bank Negara Malaysia) and Malaysian Industry-Government Group for High Technology (MIGHT). Dato’ Sri Dr Halim also holds office as an Adjunct Professor of Universiti Utara Malaysia and Advisory Board Chairman of the National Library and is a member of the Board of Advisors University-Industry Universiti Teknologi Mara(MPUI-UiTM).

Datuk Dr. Halim is nominated by the Minister of Finance (Inc), the Special Shareholder of Telekom Malaysia. He has no family relationship with any Director or major shareholder of the Company nor any conflict of interest with the Company.
