Ms Khoo Gim See graduated from the University of London with a Bachelor of Law LLB (Hons) in 1994 and completed her Certificate of Legal Practice CLP (Malaya) (Hons) in 1995. She was called to the Malaysian Bar Council and admitted as an Advocate & Solicitor of High Court of Malaya on 26th October 1996.

Ms. Khoo read at the Chamber of Mr. Lim Peng Siew of Messrs Lim Huck Aik & Co. She practiced as legal assistant at Messrs San & Associates (1996 - 2001), Messrs May Chan Eiza & Co. (December 2001 - May 2002) and Messrs Ghazi & Lim (June 2002 - May 2003).
She also practiced at Messrs Su & Khoo where she was a partner from 1 November 2003 until 31 December 2004. Subsequently, she joint partnership with Messrs Tan Chia Min & Co. from 1 January 2005 through 31 December 2006.
Ms. Khoo was a partner of Messrs Leong Khoo & Co. from 1 January 2007 to 12 September 2019.
She also practiced at Messrs Su & Khoo where she was a partner from 1 November 2003 until 31 December 2004. Subsequently, she joint partnership with Messrs Tan Chia Min & Co. from 1 January 2005 through 31 December 2006.
