KUALA LUMPUR: The local capital market is expected to stay resilient this year, after Corporate Malaysia raised RM179.4 billion of funds in 2022, up 36.6 per cent from RM131.3 billion in 2021.

The Securities Commission (SC) cautioned that Malaysia's RM3.6 trillion capital market would continue to be influenced by global market volatility and strong headwinds across multiple asset classes.

Chairman Datuk Seri Awang Adek Hussin said the commission was expecting a better outlook in the second half of 2023 underpinned by a more stable political situation in the country.

Awang Adek, however, said with the ongoing volatility in the global economy, investors remained fearful about what could happen in the near term.

"We expect the second half of this year to be better. This is because we think that political stability is eventually much better now than before.

"But the global scenario, including the US Federal Reserve failure, Credit Suisse, war in Ukraine and the collapse of Silicon Valley Bank (SVB), is going to be important. Investors may see that Malaysia has improved a lot but overall (good) sentiment for investment is not there yet.

"That is why I hope that things will stabilise by the middle of the year and the second half of the year will be better," he said at a press conference on the SC's 2022 Annual Report here yesterday.

On the overall exposure of Malaysia's capital market to the collapse of US-based SVB, Awang Adek said the impact was minimal and limited based on the authorities' assessment.

No local company had any holdings or shares in SVB, he added.

However, Awang Adek said based on its assessment, Malaysia would have limited exposure to Credit Suisse's AT1 bonds in the local fund management industry.

"There is no direct impact of SVB on the capital market. We are much less exposed by SVB compared to Credit Suisse because there is one player that has 81 bonds with a total amount of RM200 million. But this is still small in the long-term management," he said.

Meanwhile, the RM179.4 billion total funds raised in 2022 was the highest ever, led by a record amount of corporate bond and sukuk issuances.

Of the RM179.4 billion, a total of RM26.0 billion was raised via the equity market and RM153.3 billion issued via the corporate bond market.

Exchange-traded derivatives also registered a record volume of 18.8 million lots traded, the report said.

It said alternative fundraising avenues via equity crowd funding and peer-to-peer financing rose in 2022, and continued to support the funding needs of micro SMEs.

Meanwhile, the SC said the fund management industry experienced weaker market valuation and net redemptions in 2022, with asset under management (AUM) totalling RM906.5 billion (2021: RM951.1 billion).

"The unit trust segment remained the largest source of funds for AUM. Overall, the size of the capital market rose to RM3.6 trillion in 2022 (2021: RM3.5 trillion), as the drop in equity market capitalisation was offset by higher bonds and sukuk outstanding," it said.

Moving forward, Awang Adek said some of the areas of focus for the SC in 2023 included regulatory reforms, enhancing the fundraising ecosystem, advancement of the ESG agenda, facilitation of technology adoption and improving of corporate governance.

The SC will also prioritise sustainability and talent development to ensure the capital market continue to contribute to broader social and environmental goals.

"As we look towards the future, the SC remains committed to pursuing initiatives that will further strengthen Malaysia's capital market, and enhance its role as a catalyst for economic growth and development," he added.

These included violations of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities, knowingly providing false or misleading information to Bursa Malaysia, violations of the take-overs and mergers provisions, and late submissions of documents under the Lodge and Launch Framework.

According to the SC's Annual Report 2022, sanctions imposed on parties found to have violated the regulations included reprimands, licence revocation, licence suspension, imposition of penalties and directives, and requirements to make restitution.

A total of RM12 million in penalties were imposed against some parties for their misconduct, the SC said in the annual report released on Monday (March 27).

Apart from administrative actions under its statutory powers, the SC also issued 76 infringement notices in 2022. The nature of cases ranged from corporate misconduct (22%), to insider trading (31%), securities fraud (14%), market manipulation (5%), unlicensed activities (11%), and money laundering (17%).

Infringement notices are issued where breaches of securities laws or guidelines detected do not warrant the initiation of a formal enforcement action or the imposition of an administrative action.

As of Dec 31, 2022, there were a total of 49 active investigations conducted by the SC involving securities fraud and corporate misconduct.

In 2012, Mokhzani emerged with about 15 per cent of SapuraKencana after his Kencana Petroleum Bhd merged with Sapura Crest Petroleum Bhd. He later disposed of 90 million shares at for an estimated RM387 million. In 2014, he added another RM1.59 billion to his coffers over the last year to raise his estimated wealth to RM4.22 billion.

The Star reported that for years, their companies had survived on jobs from Petronas, though they claim their other clients include Shell, Exxon, and Chevron. SapuraKencana has an order book of jobs worth RM13bil for now that can last them the next three years. By 2011, SapuraKencana became one of Malaysia’s biggest oil and gas service provider companies that is ranked fourth or fifth in the global market place.

This year, even though the global oil-price collapse cost him $500 million (a drop of 42% in net worth), Mokhzani bought a McLaren P1 (which costs over USD$1.4 million) and a Porsche 918 which costs over USD$900, 000. In his famous car collection, he also has a Bugatti Veyron (costing over USD$1.8 million) and a Pagani Zonda S, which is priced at over USD500, 000. These four cars alone cost USD4.6 million or RM17 million.

A few days ago, Dr Mahathir declared he was puzzled by Najib’s spending power. Clearly, he has forgotten how Mokhzani’s expenditure on cars is enough to build low cost housing projects for many.

He practices selective retention whereby he forgets his son’s wealth, focuses on that of others.

Via selective vision, he only sees the wealth and opulence of others but cannot see the many luxury cars or the opulent lifestyle that his sons enjoy.

Selectively ignorant, he evades questions about his son’s wealth or his children’s lavish lifestyle but happily attacks his enemies on any display of extravagance.

Dr Mahathir practices selective perspective whereby others are corrupt and bad.

Relentlessly, as the Malaysian Maverick Hero, he races through media portals with incessant complaints, blind to his own faults but amplifying that of others.

Mirror, mirror on the wall; who is the richest of them all?

Will he ever declare the colossal wealth amassed by his family and enjoy the final lap in his life?

Pray tell how your sons became so rich that we too may learn from you and prosper in your footsteps.

Above all else, let us live in Malaysia happily minus your daily dose of damning diatribe against the Prime Minister and the government.
