（吉隆坡25日訊）政府使出連環拳打房，經濟學家認為產業領域是預算案最大輸家，相信這將有效抑制市場投機炒作活動，但印花稅未上調是最大遺憾。
聯昌研究經濟主管李興裕認為，目前政府打房措施相對寬鬆，透過新的系列打房措施將有助提振市場短期信心，避免房市出現過熱情況。
取消DIBS有效抑制投機
“其中，取消發展商承擔利息計劃（DIBS）將是最有效抑制投機活動的措施，但提高外籍人士購房門檻影響有限，畢竟馬幣走軟，對外籍人士來說大馬產業仍有吸引力，並不會對依斯干達特區等產業帶來顯著打擊。”
外國人買房上限提高
為打擊產業市場投機活動，政府宣佈將首3年產業盈利稅（RPGT）將增至30%、第四和第五年則增至20%和15%，政府在2013財政預算案將產業盈利稅從首兩年的10%提高至15%，第三年至第五年也是從5%增加至10%。
同時，政府也提高外國買家購房門檻，上調外國人的最低購房價，從50萬令吉增至100萬令吉，並禁止DIBS。
此外，政府也將撥款10億令吉在“一個大馬人民房屋計劃”（PR1MA）下興建8千個房屋，以及國家屋業發展有限公司（SPNB）興建2萬6千122間可負擔產業。
