If vaccine much much expensive as compare to test kit, probably people will test first and decide if want to take vaccine. The reality is with the growth of cases around the world, 2nd wave and so on... demand on test kit still strong until vaccine fully tested and safe to human.
If we are not sure about the vaccine side effect, we also scare to take the vaccine, probably just test with test kit.
