Who on earth want to subscribe the rights when the mother share is only 0.03 now

Bunch of lousy directors keep disposing their shares. Didn't we have rule that prohibit insiders from selling their shares within first 6 months upon lPO listing? A director friend of mine who's company got listed last year told me he was not allowed to trade his company's share for the first 6 months.
