The MOH and the PN government failed to take into consideration of the 'tak peduli' attitude of a segment of Malaysian society. They should not have allowed home quarantine. Anyway, it is not too late to enforce quarantine at specific government quarantine centres including enforcing wearing masks in public crowded premises.

It's another example of why the state has gone bonkers in its effort to control and order it's people into compliance. From this it gives fresh opportunity to extract more money out of hard working people, and an opportunity for some to bribe in order to go round the system. Not much thought has been given to this, a wrong move and absolutely an idiotic one too.

Wong’s question came after Saifuddin reportedly said his ministry will check if Al Jazeera had obtained a licence from Finas to produce the documentary — Locked Up in Malaysia’s Lockdown — which was aired on its 101 East weekly current affairs show — before it started production, saying that a lack of licence would be considered an offence as permission from Finas is needed before films and documentaries can be produced in Malaysia.

The news outlet has since dismissed claims by Finas that it did not have the necessary licence to film or air its documentary on the alleged mistreatment of migrants in Malaysia.

Al Jazeera English managing director Giles Trendle had in a statement yesterday said that per Finas’ own definition, its 101 East weekly current affairs show does not fall into the category of film requiring a licence.

He also said the authorities, unable to contest the integrity of their journalism, are now attempting this new gambit of claiming the news outlet did not have a proper licence.

He added that the Additional Conditions of Film Production under Regulations 4 of the Act (Licensing) 1983, Condition (1) that is enforced, “licensees, if filming, should inform the corporation no later than seven days before filming a movie begins through certain forms issued by the corporation”.

“By submission of the form, the SPP will be issued by the corporation,” he said, referring to Finas.

Among other things, Finas’ functions under the Act include the development of the film industry, and the regulation and control of the production, distribution and exhibition of films in Malaysia and to issue licences for such purposes.

Yesterday, the Foreign Correspondents Club of Malaysia (FCCM) said it was unaware of any requirement to obtain permission from Finas for any news video production, and there was no such issue in the past.


During the minister’s question time, Saifuddin was responding to Kluang DAP MP Wong Shu Qi who asked the minister to state whether all film producers will be made compulsory to apply for SPP, regardless of whether they are a mainstream media agencies or personal media which produce films on social media platforms or traditional channels.

According to Saifuddin, who cited the National FIlm Development Corporation Act 1982, Section 22(1), said “no person shall participate in any production activities, distribute and exhibit films or any combination the activities specified in Section 21(1) unless a licence is issued authorising him to do so”.

All production of films and recording regardless of whether media agencies or individual media outlets must apply for licence before filming, Communications and Multimedia Minister Datuk Saifuddin Abdullah insisted today.


Saifuddin said under the National Film Development Corporation (Finas) Act, film producers are required to inform the corporation via existing channels seven days prior to filming date, and this even includes media meant for social media platforms.

“Film producers must apply for Film Production License and Film Shooting Certificate (SPP) regardless of whether they are mainstream media agencies or personal media which produce films on social media platforms or traditional channels,” Saifuddin said during the minister’s question time at Parliament today.

“I think after three episodes of missteps since his appointment as minister — (1) the appointment of Mr Eric Paulsen to the Communications and Multimedia Consultative Council, which was withdrawn after it was disputed by various parties; (2) revocation of the 700MHz, 900MHz and 2600MHz spectrum allocations after it was disputed by various parties; and the latest (3) Finas licence issue today which is disputed by various parties — it is time for the minister of communications and multimedia to resign,” he said.

“Therefore, I am of the view that the latest statement by the Honourable Minister intends to ‘find a way out’ to soothe the anger of netizens. And most unfortunate, his statement in fact still does not clearly state that a Finas licence is not required by social media users on platforms such as TikTok, YouTube, and so on.

Fahmi, who is also PKR’s spokesman on communications, arts and culture, said this is not the only gaffe made by Saifuddin since taking over the ministerial position in March this year.

Three strikes and you should be out, Lembah Pantai MP tells Saifuddin after Finas licence debacle

Lembah Pantai MP Fahmi Fadzil wants Datuk Saifuddin Abdullah to resign over his handling of the National Film Development Corporation Malaysia (Finas) issue today, as this is the third purported gaffe by the communications and multimedia minister since his appointment in March.

He cited Saifuddin’s non-answer to questions by Kluang MP Wong Shu Qi on whether users of social media platforms like TikTok need a Finas licence as well as his own question on whether documentary creator Dustin Pfundheller obtained a Finas licence for his well-received documentary Other Side of the Truth which was shared by national news agency Bernama.


Instead, Saifuddin, earlier tonight, after much backlash from the public, said the Perikatan Nasional (PN) government has no intention of obstructing personal freedom on social media over his remark that all film producers must get a licence from Finas. He added that the ministry is looking to amend outdated laws.

“The YB Minister should have raised these arguments, especially the intention to amend the Act, in his answer to the Dewan Rakyat this morning,” Fahmi said in his statement.

It's a foregone conclusion. That's why when PPSMI was implemented ~17 years ago, it was only implemented in national schools, but not Chinese schools because the SJKC/T knew that learning Maths and Science is about maths and science, nothing to do with language.

It begs the question...why was it "a failure"?
Perhaps "taught" by non-proficient teachers? ignorant in both English and Maths...i.e. if you don't know the language, and/or can't do the math to begin with, you can't teach it, hence you propagate and perpetuate the ignorance level, and it gets worse with each new generation.
I suspect that's where the problem is...the once competent post colonial education system dragged down by 60 years of ketuanan BN/UMNO, and not improved under PH (laughs). Just look at the education ministers we've had. Maybe Bunk Moktar could be the next in the queue.
Perhaps a renewed emphasis on khat will improve things.

The failure is because of the serious lack of teachers who are proficient in the English language to teach the 2 subjects in English.

Even teachers selected to teach the English language are mostly of sub-standard quality. Hence, the teaching of English in BM.

Now Awang Sariyan and Dewan Bahasa and Pustaka need to convince the world to switch from using English to BM. On another note. Since Malaysia switched from an English medium to a BM medium of education in the late 70's; the standard of our Malaysian education has been on a steady downward spiral.
