针对美方近日宣布实施“2018年对等进入西藏法案”，称将对中国政府及相关官员采取签证限制措施一事，外交部发言人赵立坚8日说，中方对有关举措表示坚决反对。针对美方的错误行径，中方决定对在涉藏问题上表现恶劣的美方人员实施签证限制。

　　赵立坚在当日例行记者会上说，中方敦促美方立即停止借涉藏问题干涉中国内政，不要在错误的道路上越走越远，以免给中美关系和两国交流与合作造成进一步的损害。

　　赵立坚说，关于美方所谓的“2018年对等进入西藏法案”，中方已多次表明严正立场。西藏事务纯属中国内政，不容任何外部势力干涉。

　　“中国奉行对外开放政策。西藏是开放的西藏，从未作出限制外国人进藏的规定。”赵立坚表示，西藏每年都要接待大量外国游客和各界人士。据不完全统计，2015年至2018年，西藏方面就已经接待进行公务、旅游、商务等活动的外国朋友近17.6万人次，其中游客近17.5万人次、外交官约500人次、记者343人次。

　　“去年，西藏全年接待国内外游客更是突破4000万人次。美国驻华大使布兰斯塔德也曾于去年赴藏参访，同自治区人民政府多个部门座谈，有关报道在媒体上都可以看到。这充分说明外国人进藏不存在问题。”赵立坚说。

　　他说，考虑到西藏特殊的地理和气候条件等因素，中国政府依法依规对外国人入藏采取了一定的管理和保护措施，这完全必要，无可非议。中方欢迎更多外国人士到中国西藏地区访问、旅游、经商，这一政策不会改变，但前提是必须遵守中国的法律和相关规定，履行必要的手续。

The Unity government is feasible where the electorate divided equally into different ideological factions that can’t be reconciled electorally as in the case Israel recently and Germany. In Israel, they had three elections still electorate didn’t want to compromise, resulting in no coalition receiving a majority.
