I think it's not about confidence but is to gain the margin. Harder to reach the price (higher the premium), better the margin. Imagine when issued 0.10, 5:1 conversion, exercise price 1.00, mother share 1.00. immediately they have 0.50 margin to play with. If mother share doesn't exceed 1.50, then they gain if any market player bought from them, likewise if in the money (>1.50), they will have to pay money to the buyer.
