突破100GW,未來走向分散式

歐洲全境的太陽能發電系統併網量在2016年第二季正式突破100GW大關,未來的需求將逐漸走向分散式系統,且以英國、法國、德國為主要的需求國。

根據海外調研機構IHS所做的統計,受歐盟〈再生能源指示〉(Renewable Energy Directive)的政策驅動,加上各國所推出的支援政策,歐洲境內的太陽能併網量從2005年的3GW成長到2016年第二季已突破100GW。期間的太陽能發電成本大幅降低了80%,亦功不可沒。

然而,歐洲要邁向下一個100GW,可能會面臨不少問題。

EnergyTrend分析團隊指出,以義大利、德國為開路先鋒的歐洲國家太陽能市場,早期受FiT補貼政策驅動,因此需求成長快速、大型電站裝置量高。隨著各國陸續調降FiT補貼或刪減相關補助,市場也逐漸走向平淡。

EnergyTrend估計,未來歐洲全境每年的新增太陽能需求量會維持在7GW左右,其中3.5GW來自英國、法國、德國,另外3.5GW來自其他歐洲國家。雖然歐洲的大型電站建置熱潮漸退,但因太陽能成本降低、民眾接受度提高,未來分散式太陽能系統的比重將會持續上升。

太陽能電池廠昇陽科(3561)公布4月份營收10.8億元,僅比前一月份微幅下滑3.4%,相較於市場評估4月份的太陽能電池價格重挫、恐嚴重影響電池族群的營收表現來看,昇陽科的4月營收表現算是優於預期。而昇陽科昨(3)日在台股重挫之際,股價反而以小漲2.08%作收,也是連兩天收紅,頗有築出小底的意味。

另外值得注意的是,昇陽科目前的「金雞母」-馬來西亞廠,因持股並未超過5成,單月營收因此並未納入整體報表,而是只認列獲利,以當地廠區現階段供不應求來看,若是能將馬來西亞廠區的數字合併,甚至有機會「超乎預期」。

昇陽科4月份營收10.8億元,比起去年同月的5.98億元,足足多了80.6%;累計前4月營收42.31億元,則比去年同期成長68.6%。

昇陽科總經理張錦龍日前表示,馬來西亞廠目前接單的毛利率遠高於兩位數,雖然整體市況降溫,但該公司繼第一季繳出獲利成績單後,第二季「確定能賺錢」。

儘管外在雜音不少,但昇陽科今年將雙管齊下,分別在台灣和馬來西亞,擴充太陽能模組和電池的產能。昇陽科表示,模組廠目前產能約60MW,預計擴充翻倍至120MW

昇陽科營運展望

近期陸太陽能市場降溫成殺價戰場,台灣電池廠業者也棄守價格,導致電池報價下探臨0.3美元保衛戰。太陽能電池廠商昇陽科(3561)表示,以目前價格仍可維持獲利,將持續提升電池轉換效率以及要求矽晶圓降價以因應,並提升Perc產能,穩住價格,而轉投資的馬來西亞廠表現仍維持穩定,估第二季馬廠獲利仍可再提升。

在市場面部分,昇陽科中國占比重約2成,歐洲占比重2-3成,東南亞市場占比已大至4-5成。以市場變化部分,昇陽科近期在日本市場幾乎已無出貨、中國占比也大降,而東南亞市場占比重則大幅提升。

昇陽科3月營收再創高,達11.19億元,月增率21.8%,估4月營收持平,但目前面對大陸市場殺價嚴重,台廠除了報價棄守,也擬將貨轉銷往非中國以外的地區避開紅海區,也因此連帶造成非中國地區的報價也難堅守,依市調機構預估,目前台灣電池報價均價在0.302美元/WATT的水準,且價格仍未見有止跌趨勢。

以目前的報價水準來看,昇陽科台廠仍可以維持獲利表現,但市場預估,若價格再往下,保獲利則有挑戰,但仍要看上游矽晶圓成本的報價走向。

昇陽科表示,目前電池ASP持續有壓力,公司的因應策略則是要求矽晶圓降價,另一方面也持續提升本身的轉換效率,在矽晶圓的部分,目前報價看產品有0.8-0.89美元的水準,價格也有鬆動的現象。

而在轉換效率的部分,目前昇陽科在Perc是單、多晶都可以生產,但以多晶為主,效率已達快19%的水準,目前昇陽科Perc設備已有4台,約有產能400MW的水準,而價格約可比一般品多出5-10%的水準。

而在昇陽科合資的馬來西亞廠的部分,昇陽科持股比例40%,目前市況以及價格表現都佳,主要市場以東南亞為主,售價比台灣價格高近1-2成,成本相同,所以獲利也比台廠高1成多,第二季馬來西亞廠獲利仍可再提升。

昇陽科2月因農曆年長假,出貨天數減少影響,合併營收跌破10億元大關,滑落至9.18億元,3月隨著工作天數回升,產能滿載,昇陽科合併營收攀高至11.19億元,創今年新高紀錄。

昇陽科第1季合併營收31.5億元,較去年第4季下滑約7%,不過仍較去年同期成長達64.83%。

展望未來,昇陽科表示,儘管中國大陸內需市場趨緩,產業雜音多,但4月接單依然滿載,對第2季營運表現並不悲觀。

美國2016安裝量預估達16GW 成長119%
由美國太陽能行業協會(SEIA)與GTM Research共同發表的一份報告指出,美國今年太陽能裝機量可望比去年成長119%,來到16GW之多,成為僅次於中國的第二大太陽能需求國。

根據SEIA與GTM Research的估算,美國太陽能需求在2016年將比去年倍增,到16GW,正式超越日本成為第二大太陽能需求國。這個數字比先前估算的15GW略高,原因是因為GTM Research發現有部分公共事業及專案的施工進度超前。此外,GTM Research也認為今年會有更多1MW~50MW的小規模公共事業級專案問世,因此上修了安裝量預測。

然而,GTM Research預估美國2017年安裝量將因誘因消失而大幅下降到10GW左右。PV Magazine引述,雖然美國政府宣布展延現行30%的投資稅減免(ITC)到2018年底,但GTM Research仍認為先前搶在2016年裝機的公共事業級專案仍將搶在今年完工,因此推升今年的裝機量、並使2017年裝機量下滑。GTM Research預估,今年美國新增的太陽能裝機之中,將有74%來自公共事業級電站;至於其他種類的太陽能系統安裝量,今年也會跟著成長。

GTM Research認為,社區太陽能計畫、離網太陽能企業採購以及分散式光伏政策未來將大幅影響美國屋頂型太陽能產業的走勢。

相較於GTM Research,EnergyTrend分析師林建翰先前曾指出,在美國展延ITC之後,原預計將在2016年出現的搶裝潮將緩和下來,因此估計美國2016年的裝機量約在9GW左右;既有的專案將較平均地分配到2016~2018三年之間完成,且之後美國市場會呈現逐步成長的趨勢,而非出現大幅衰退。

太陽能持續散發光彩,昱晶(3514)公布2月營收16.2億元,較前月小幅衰退,主要是受工作天數少影響,但訂單滿載下,年增高達43%,而昇陽科(3561)2月營收亦有9.18億元,年增57.99%,新日光(3576)2月營收為17.35億元,年增18.3%。
新日光指出,從去年11月至今,產能利用率仍持續滿載,但2月受到農曆春節假期、228連假及短月效應影響,使新日光2月營收較前月減少,但仍較去年同期營收成長18.30%。累計前2月營收為38.28億元,比去年同期29.74億元增加28.70%。

由于欧洲以外主要市场的持续增长,IHS表示,其预计到2016年底全球累计光伏安装量将超越310GW,五个国家(中国、美国、日本、德国和意大利)占装机容量的70%。

IHS表示,其预计在总光伏安装量方面,日本和美国由于持续强劲的增长将超越德国,德国将从第二位跌至第四位。今年早些时候,德国在累计太阳能装机容量排行榜中,将排名第一的位置拱手让给中国。

市场动态

London is set to open the world’s largest floating solar farm

More than 23,000 solar panels will be floated on the Queen Elizabeth II reservoir.

On a vast manmade lake on the outskirts of London, work is nearing completion on what will soon be Europe’s largest floating solar power farm – and will briefly be the world’s biggest.

But few are likely to see the 23,000 solar panels on the Queen Elizabeth II reservoir at Walton-on-Thames, which is invisible to all but Heathrow passengers and a few flats in neighboring estates.

“This will be the biggest floating solar farm in the world for a time — others are under construction,” said Angus Berry, energy manager for Thames Water, which owns the site.

“We are leading the way, but we hope that others will follow, in the UK and abroad.”

Five years in planning and due to be finished in early March, the £6m project will generate enough electricity to power the utility’s local water treatment plants for decades.

The energy will help provide clean drinking water to a populace of close to 10 million people in greater London and the south-east of England, a huge and often unrecognized drain on electricity, rather than nearby homes.

Why put solar panels on water?
The answer, according to Berry, is that the water is there, and might as well be used for this purpose. Floating panels, covering only about 6% of the reservoir, will have no impact on the ecosystem, he says.

Though waterbirds, including moorhens and gulls, live on the margins, and a thin scum of litter is visible at the shore, the reservoir is not intended as a home to wildlife, and any fish living here are accidental visitors. Eighteen meters deep, it provides water for Londoners in a constantly churning stream. Although most of the population growth in London tends to be towards the east, most of the water still comes from reservoirs to the west of the city.

But future projects to make use of water companies’ reservoirs in order to provide solar power might be in doubt, Berry said.

The current government has slashed subsidies for solar and wind power. Berry said that this would not affect the QEII project, but might have an effect on whether follow-up projects could go ahead. “We have had to look very closely at the economics of this, at all stages,” he said. “It is not clear what the future economics would be [for other potential projects].”

A similar floating solar farm with around half the capacity of the Thames Water project is being built by water company United Utilities on a reservoir near Manchester. Construction of an even bigger farm - at 13.7MW more than twice the QEII farm - is underway on a reservoir in land-scarce Japan and due to finish in 2018.

Putting solar panels on the water for the QEII scheme has not required planning permission, though big arrays of similar panels on land require official sanction. The government has decided to ban farmers who put solar arrays on agricultural land from receiving EU subsidies for the land.

More than 23,000 solar panels will be floated by developer Lightsource Renewable Energy at the reservoir near Walton-on-Thames, representing 6.3MW of capacity, or enough to generate the equivalent electricity consumption of about 1,800 homes.

The reservoir was commissioned in 1962, and remains one of the biggest serving London. Thames Water said that plans for a “super-sewer” under London would not affect the solar power project.

SolarPower Europe: UK Installed 3.5 GW Of Solar PV In 2015, Installations Set To Remain High In 2016

Preliminary estimates from SolarPower Europe place new solar photovoltaic installation capacity in the UK for 2015 at around 3.5 gigawatts, according to recent reports. Finalized figures are currently expected to be revealed sometime next month.

The preliminary figures for the European market as a whole are 8 gigawatts (GW) of new capacity — which means that the UK was responsible for a large chunk of new solar photovoltaic (PV) installations there, notably outperforming Germany. (It should be remembered here that SolarPower Europe only takes into account grid-connected projects.)



Interestingly, despite cuts to the UK’s solar PV subsidies, SolarPower Europe expects the UK to likely remain the top solar market in Europe in 2016.

The CEO of SolarPower Europe, James Watson, stated: “A figure of 3.5 GW makes the UK market the biggest market in Europe again. There is a huge pipeline that could be realized in 2016 as demonstrated by (Solar Intelligence’s) Finlay Colville. So I’ve got a gut feeling that the UK could still be number one in 2016 depending on how many of those projects in the pipeline actually are realized.”

“Even if figure this totals 1.5 GW, I reckon the UK could still be the biggest market again. We might see a little rebound in the German market, partly because of the KfW renewal of support for storage systems. These are generally being put together with household PV systems, so that is helping with a bounce in the market,” he continued, in his interview with PV Tech.

“The final report that comes out at the beginning of March will include analysis of what we think our shipment and installation figures are so that we can make a direct comparison with BNEF and others, which will be more useful. If we’re using the same metrics, that will reduce some of the confusion. We’re going to be much more explicit that what we are measuring is what is being connected to the grid.”

Everybody wants to know what the oil minister for Saudi Arabia thinks. These days, it's all about solar power.
He's talking about it. A lot. Perhaps more than ever before. And some people in Saudi Arabia say it's for real this time. This matters, because it shows just how much renewable power is disrupting the traditional energy industry that's dominated for more than a century.
In Vienna today, where OPEC ministers are meeting with the leaders of the world's biggest oil companies, Saudi oil minister Ali al-Naimi was asked an open-ended question that generated this revealing answer.

Reporter: What would you like to hear from the oil executives over the next two days?
Al-Naimi: What do they think the future holds? ... On the whole energy spectrum.

It's interesting because just two weeks ago, while on a panel in Paris, the minister spoke at length about the nation's ambitious plans to push into solar power, recognizing that one day its fossil fuel exports will end. Al-Naimi said Saudi Arabia will be exporting lots of electricity, rather than oil.
We've heard this before, but so far almost nothing has happened. Saudi Arabia, the land of constant sunshine, today has less than 50 megawatts of solar power capacity, 0.1 percent of what exists in Germany, according to Bloomberg New Energy Finance. Much of its power comes from burning oil.
This time it's different, according to Mohamed Ramady, petroleum professor at King Fahd University in Dhahran, who said a recent reorganization of the Saudi energy industry and related government ministries will spur solar-power development.
"It is going to happen this time,'' he said.

高日照帶:摩洛哥、以色列大舉開發太陽能
地中海周圍的中東與北非地區(MENA)位於環球高日照帶區域,擁有豐沛的太陽能資源,但太陽能開發的腳步最近才要開始。摩洛哥、以色列、土耳其先後投入發展太陽能,包含一座全球最龐大的聚光型太陽能發電廠。

《美國之聲》中文網報導,以色列內傑夫沙漠正在開發一座容量121MW的聚光型太陽能發電廠,共將採用五萬片日光反射鏡,聚集日光產生蒸氣來推動渦輪。這座「梅格利姆」太陽能發電廠預計在明年完工,開始運轉後的年發電量將可供應1.2萬當地居民使用。

梅格利姆發電廠的特別之處在於將使用中央高塔所發送的Wi-Fi 訊號來控制蒸氣發電機組。

與此同時,500MW的摩洛哥聚光式太陽能電廠「努爾計畫」也如火如荼展開當中,第一期160MW已在二月稍早正式啟用。努爾計畫的發電技術是利用拋物面鏡將中央高塔內的鹽水加熱到攝氏四百度,並藉此推動蒸氣渦輪;同時,這種鹽水在日落後仍可持續維持約三個小時的高溫,可提供更高的每日發電時間與發電量。

努爾計畫將分三期完成,預計在2018年完整啟用。500MW系統全數開始運轉後,共有110萬摩洛哥居民可以受惠。

值得注意的是,2014年在美國啟用的Ivanpah聚光型太陽能電廠曾引發「烤小鳥」爭議──因聚光型面板上空溫度太高,導致鳥類飛行經過時因被高溫烤焦而死亡。對此,梅格利姆發電廠與努爾計畫的設計者均表示,電廠選在遠離候鳥遷移路徑的位置上。

太陽能電池廠商昇陽科(3561)3月營收回升,但隨著第一季電池價格微增,公司持續推廣價高的Perc產品、以及馬來西亞廠在投產後挹注的轉投資獲利貢獻豐厚,上半年利潤率佳。法人估,以1月份營運表現來看,昇陽科淨利率已站上2位數的水準,第一季每股獲利挑戰1元以上表現。

在市場面部分,昇陽科中國占比重3-4成,日本占比重1-2成,歐洲占比重3成。目前看來,需求是各個市場都有提升,包括大陸、歐洲以及中東和美國市場。

昇陽科也在積極發展Perc,由於Perc電池效率高,每片可增加的瓦特數增加,故售價較一般品高,且成本約與一般品相當,故利潤率高,昇陽科擁有的Perc產能占總產能4成,目標Perc占比重可以再提升,對獲利幫助貢獻大。
昇陽科目前仍未拍板定案今年會擴產,但因需求熱絡,公司已在評估在台、馬兩地擴產,因為目前太陽能訂購機器設備機台的Lead time僅需3-4個月,再加上公司從擴產到投產的學習曲線已大幅縮短,所以若決定擴產,最快下半年就會有新產能挹注。

Japan Solar Installations to Peak This Year at 14.3 GW, BNEF Says

Japan’s solar installations are expected to peak this year with between 13.2 GW to 14.3 GW of panels expected to be added, Bloomberg New Energy Finance said in a report.
The country’s solar market has been growing steadily thanks to the country’s incentive program for clean energy introduced in July 2012. Japan installed 7.1 GW and 10.3 GW in 2013 and 2014, respectively. The country also added as much as 12.3 GW last year, according to estimates by BNEF.
“Because there have been challenges in grid connection, land acquisition, and securing financing for projects that could be subject to unlimited curtailment, the annual installed capacity will gradually decrease in 2017 and beyond,” BNEF said in the report released Thursday.
Next year’s installations will be between 9.8 GW and 12.4 GW, according to BNEF.
Japan will probably cut its tariff for solar power producers applicable beginning April 1 to 26 yen (23 cents) per kWh, 3.7 percent lower than the current rate of 27 yen amid falling capex costs for utility-scale projects, BNEF said.
A trade ministry task force is currently reviewing clean energy tariffs for next fiscal year. Rates for wind, biomass, geothermal and small hydro are expected to remain unchanged, according to the report.

  OFweek太阳能光伏网讯:美国太阳能工业协会日前发布的最新太阳能市场调查报告显示,2015年第三季度美国太阳能新增装机容量1361兆瓦,这是美国太阳能新增装机容量连续增长的第八个季度。美国2015年前三个季度中,30%的新增并网电量来自太阳能。并有超过一半的州太阳能新增装机容量超过50兆瓦。

  美国市场研究机构GTMResearch预测,2015年美国将有7.4吉瓦太阳能新增装机容量并网,较2014年增长19%。太阳能住宅用电和公共事业用电领域将有所增长,而非住宅用电或在接下来的一年中下降5%。



  美国太阳能市场保持着破纪录的发展势头,在2015年第三季度中新增装机容量为1361兆瓦,在2015年太阳能市场前三个季度中提升了4.1吉瓦。得益于住宅太阳能市场的快速发展,2015年第三季度成为美国太阳能装机容量连续增长的第八个季度,太阳能装机容量增加超过1吉瓦。

  在接下来的一年内,这1吉瓦装机容量将成为跳板助力美国今后太阳能发展。在公共事业规模太阳能发面,有关调查显示美国太阳能市场有望在2015年第四季度创下新纪录,新增装机容量超过3吉瓦。2016年,美国太阳能产业开发商将把重点高度集中在项目建设上以争取获得30%投资赋税优惠的资格。美国市场研究机构GTMResearch预测,2016年或有超过15吉瓦的太阳能装机容量并网,且在2015年第四季度至2016年第四季度之间,美国太阳能累计装机容量有望翻一番。

  美国住宅太阳能发展在2015年第三季度保持其强势的发展趋势,刷新了记录,环比增长12%,同比增长69%。加利福尼亚州住宅太阳能增长在美国市场占比再次轻微下降,但仍在2015年第三季度新增装机容量中占有48%的高比例。美国大部分州在此季度都有增长趋势,其中包括马萨诸塞州、新泽西州和马里兰州,而纽约州的新增装机容量有所降低。值得一提的是,内华达州在2015年第三季度的新增装机容量是第二季度的四倍,成功跻身美国2015年新增装机容量排行前五名。

  非住宅太阳能

  非住宅太阳能市场在前一个季度经历了强势反弹,新增装机容量跌至近几年的低谷,2015年第三季度该区域市场增长同比来看依旧微小。加利福尼亚州在该季度的惨淡市场中表现突出,新增装机容量超过100兆瓦,这样的增长表现此前只出现过两次(一次在加利福尼亚州,另一次在新泽西州)。与此同时,美国大部分州在非住宅太阳能市场中表现都很平淡,只有夏威夷州和新泽西州实现了正增长。

  一场新的“能源战争”正在世界各地如火如荼地进行。

  储能,或者更具体的说,太阳能加储能革命,这个话题现在人人都放在嘴边。

  太阳能发电已经在市场上出现几十年了,但能源行业仍然坚守着传统阵地——太阳能发电的致命弱点就是间歇性,在大电网为基础的前提下,无法满足夜间用电。

  而太阳能加上储能,让这一难题似乎在一夜之间解决了。当然,太阳能加储能技术经过了多年的积累,但它对传统的电力供应者造成的冲击是非常剧烈的。现在,太阳能和化石能源、政府和消费者之间的动态关系非常复杂,并且以后更是如此。



  一个新的苗头是,电信公司现在想要掺一脚——他们有钱,有消费者,还有巨大的市场影响力。

  电力公司(行业)的弱点

  一切事关消费者关系。这似乎是一个显而易见的重点,但能源公司和消费关系的历史并不是聚焦在“客户服务”上的。公共电力公司与客户之间的传统关系一直是单方面的供应关系,让电力公司对能源价格有很大的控制权。在澳大利亚,能源供应商的口碑非常的负面,根据IPSOS-Mori在英国进行的一项调查,只有22%澳大利亚人对能源行业持正面看法。

  澳大利亚人和能源供应商的糟糕关系包括天然气供应问题、高电价等。现在这些垄断的电力公司需要培养或者修补他们与客户的关系。随着太阳能革命正在扩大,以及像Telstra这样的客户服务专家竞争对手的进入,电力零售商要开始后悔与客户关系的“权力不对等“关系了。2014年费尔法克斯商业智能调查衡量客户服务的满意度表明,能源电力公司在客户服务方面排名最差。

  咨询机构埃森哲公司和澳大利亚金融评论已经发布建议能源行业要做出改变。他们建议以消费者关系为中心,是能源公司在充满变数和竞争日益激烈的能源市场上取得成功的关键所在。

  埃森哲的报告介绍了能源市场正在经历“在开拓未来中重新再造,在未来的繁荣市场中,消费者可以并会选择完全移出电网,在他们的能源选择中更有控制力。”

  马克·考夫林,普华永道(PwC)的事业负责人也强调客户服务为中心因素将决定行业的成功之一。 “传统的电力供应商模式是电力公司控制着“电“,消费者别无选择,这种模式越来越难以满足客户的需求。“

  消费者的权力伴随着太阳能存储行业巨大的增长而发生变化,而且毫无疑问,自给自足的能源需求十分高昂。

  消费保护组织机构“澳大利亚太阳能“引用了一项数据,今年以来已经有很多消费者寻求保护自己避免高电价的解决方案,趋势已经开始,不可避免。

  显而易见,澳大利亚每一个家庭购买、储存和消费电力的方式将会改变,也包括大型的公共设施和商业市场——这只是一个时间问题。

太陽能電池廠商昇陽科(3561)3月營收回升,但隨著第一季電池價格微增,公司持續推廣價高的Perc產品、以及馬來西亞廠在投產後挹注的轉投資獲利貢獻豐厚,上半年利潤率佳。法人估,以1月份營運表現來看,昇陽科淨利率已站上2位數的水準,第一季每股獲利挑戰1元以上表現。

在市場面部分,昇陽科中國占比重3-4成,日本占比重1-2成,歐洲占比重3成。目前看來,需求是各個市場都有提升,包括大陸、歐洲以及中東和美國市場。

在近期營運上,昇陽科2月份因為工作天數減少,營收約會較1月下滑,但3月在工作天數回升後,訂單目前仍是相當樂觀,基本上生產的出來都可以賣的出去,上半年的訂單展望佳,有機會3月份營收再超越1月份的水準。

而在昇陽科合資的馬來西亞廠的部分,昇陽科持股比例40%,主要市場為美國以及東南亞,售價比台灣價格高近1-2成,成本則沒有比較高,目前移入的三條線都滿載,對昇陽科去年第四季和今年第一季的轉投資獲利認列,幫助很大。

昇陽科也在積極發展Perc,由於Perc電池效率高,每片可增加的瓦特數增加,故售價較一般品高,且成本約與一般品相當,故利潤率高,昇陽科擁有的Perc產能占總產能4成,目標Perc占比重可以再提升,對獲利幫助貢獻大。

昇陽科目前仍未拍板定案今年會擴產,但因需求熱絡,公司已在評估在台、馬兩地擴產,因為目前太陽能訂購機器設備機台的Lead time僅需3-4個月,再加上公司從擴產到投產的學習曲線已大幅縮短,所以若決定擴產,最快下半年就會有新產能挹注。

India's solar power capacity to cross 20GW mark by March 2017

The total installed solar power generation capacity is likely to cross over 9,000-MW mark by end of March from existing 5,248 MW and will be over 20,000 MW by the end of next financial year, says a government report.

During the remaining period of the current fiscal, as much as 3,790 MW of solar power generation capacity is expected to be added by March-end, taking total capacity to 9,038 MW from existing 5,248 MW, according to a status report by Ministry of New and Renewable Energy.

Tendering for solar project totalling a capacity of 15,177 MW has already been completed and a total capacity addition of 12,161 MW is expected during the financial year 2016-17, it said.

Adding 12,161 MW solar power generation capacity in 2016-17 will increase India's solar generation capability to 21,199 MW by March 2017.

During the remaining months of February and March of this fiscal, tendering of 4,431 MW is expected, it added.

The government has revised the National Solar Mission (NSM) target from 20,000 MW to 1,00,000 MW by 2022.

Of the 1,00,000 MW of power that will be generated through solar power, 40,000 MW is to come through grid connected solar rooftop systems.

Solar power generated by each individual household, industrial, institutional, commercial or any other building can be used to partly fulfill the requirement of the building occupants and the surplus, if any, can be fed into the grid.

This target will result in the abatement of about 60 million tonnes of CO2 per year and will help to fulfill India's commitment to mitigate the effect of climate change.

〔記者黃佩君/台北報導〕歐商控我部分廠商涉嫌自中轉運太陽能產品避稅,台廠險遭歐課徵反規避重稅,但調查後多數台廠可豁免。經濟部國貿局今表示,歐盟正式公告我包括台茂迪、新日光等21家太陽能廠商豁免歐盟反規避稅,可免遭課高達64.9%重稅命運,對台太陽能廠今年拉貨注入強心針。
歐洲太陽能產業協會(EUProSun)向歐盟執委會控訴,我及馬來西亞廠商涉嫌將中國太陽能產品違規轉運至歐盟,以規避歐盟對中國太陽能產品課徵的反傾銷稅及平衡稅。歐盟執委會自去年5月29日展開反規避調查,於去年12月23日公佈反規避調查初判,昨公佈終判,正式確定我21家太陽能廠商為真正生產商,豁免歐盟反規避稅;其餘則有兩家未被豁免的小廠將被課徵64.9%的反規避稅,包括11.5%的平衡稅及53.4%的反傾銷稅。
21家豁免的廠商包括茂迪、新日光、安集、友達、太陽光電、長生太陽能、益通、昱晶、同昱、英懋達、英穩達、樂福太陽能、明徽能源、全能科技、錸德、中美晶、昇陽科、光陽光電、聯景光電、元晶、有成精密。而另外兩家未能通過調查的未上市小廠則為太極、頂晶科。
貿易局指出,歐盟執委會依據施行規章(EU)2016/184及(EU)2016/185,對於自我國違規轉運的中國太陽能電池及模組課徵平衡稅及反傾銷稅;被豁免的我廠商出口相關產品至歐盟,須向歐盟會員國海關提出由生產者或託運商開立的有效商業發票,並聲明輸歐電池或模組,是由豁免廠商生產,同時聲明並須經開立發票有權人簽署及記載簽發日期。
而上述規章自2月12日起即公告生效,有意申請豁免的我國廠商須以書面方式向執委會提出申請,相關細節與歐盟施行規章可參考貿易局網頁公佈事項。

KUALA LUMPUR: Tek Seng Holdings Bhd ( Valuation: 0.80, Fundamental: 0.60), a Penang-based polyvinyl chloride (PVC) product manufacturer, which is ramping up its solar energy business, expects the segment to drive earnings growth as the world shifts further towards energy efficiency and sustainability.

Interest in solar products should see rising interest after the Paris Climate Conference last month, as nearly 200 countries have agreed to limit temperature rises by cutting down fossil consumption in power generation.

Tek Seng, which derived most of its earnings from PVC flooring and packaging product business, ventured into the solar energy business when it became clear that the segment would not be able to generate double-digit growth in years to come.

“Earlier, we projected that [the] PVC business may continue to post double-digit growth in the next three years, but given the current market situation, we think it is not realistic anymore,” its executive chairman Loh Kok Beng told The Edge Financial Daily in an interview recently.

But it is not all doom and gloom for the group. Its solar segment has started to gain a stronger foothold and reversed its losses in the third quarter ended Sept 30, 2015 (3QFY15).

“Based on the segment’s track record, we expect the revenue contribution of the solar segment to grow to 60% from 40% currently in the current financial year ending Dec 31, 2016 (FY16), while the PVC segment’s contribution may fall to 40% from 60% presently,” Loh said.

With the strong performance of the solar segment, Loh is optimistic that the group is likely to achieve double-digit growth in revenue in FY15 and FY16.

“The order book for this year and [the] first quarter of 2017 has been filled up,” Loh said, expecting more orders to continue to flow in as China, the world’s second-largest economy, plans to increase solar power capacity to reduce environmental pollution.

“Further, we are not bound to the anti-dumping duties and this could further boost our sales,” he added.

Tek Seng’s solar cells are sold mainly to Taiwan, China and Eastern Europe. Taiwan and China accounted for 80% of the total sales.

In view of rising demand, Loh said the group had set aside RM200 million in FY16 to boost its production capacity to capture growth of the multibillion business.

According to him, the funds will be utilised for the installation of four additional new production lines, which would boost its total production capacity to 490mw from 210mw currently.

“One of the new lines is expected to start operation by early next month, while the other three, which will be housed in the new plant, will commence operation in phases towards the end of the year,” he said.

Currently, Tek Seng has three solar production lines at its solar energy plant in Penang, which gives it a total manufacturing capacity of 210mw per annum or 70mw per line.

“According to our internal estimation, each of the production line has the potential to generate about RM100 million in revenue per year, should it run at an average utilisation rate of 97%,” Loh added.

Claiming it as the only solar cell maker in the country, Tek Seng is in the midst of constructing its second solar energy plant, which can house approximately 10 new manufacturing lines, bringing its total production capacity to 680mw.

“The construction work is expected to be completed by [the] third quarter of this year,” Loh said.

Tek Seng’s solar segment swung back to profitability in 3QFY15 with a profit of RM7.53 million from a loss of RM3.65 million in 2QFY15. It registered revenue of RM55.77 million in 3QFY15, accounting for 56% of the group’s total turnover.

On its PVC business, Loh is hopeful that the segment could maintain its performance in FY16 as production costs come down amid low commodity prices.

“Last year, the segment’s orders declined as much as 20%, mainly impacted by a stronger US dollar against all major currencies. But orders normalised after we slashed our prices by about 10%,” he said.

“Our products are mainly exported to emerging countries, such as Indonesia, [the] Middle East and Africa, and a strong [US] dollar will erode our clients’ purchasing power,” he explained.

Although currency volatility has hurt the company’s performance, it has no plan to hedge itself.

Instead, Loh said the group plans to offer various options, for example, a client can choose to pay according to the exchange rate on the invoice date or goods delivery date, whichever deemed best for them.

“We are also considering to bill our clients in other currencies that would benefit them,” he added.
