Here are your possible direction to take if you are currently holding its existing share:

Ignore the offer and hold your existing share in a long term but it will be diluted in value
Subscribe partial, full or buy even more – there is a huge amount you must pay during Acceptance, Renunciation and Payment process.
Ignore the offer and sell (for a short term gain) your existing share during the last day of Acceptance, Renunciation and Payment date as the price of the stock will be very high (if you have the money, i recommend you to take it and pay if the fundamental of the company is good or if the prospect of the project could spin-off a turnaround profit in the future. If it does, the future will be a massive gain)

If it happen that you bought more of the RI via the open market but during Acceptance you pay for less than the amount of alloted + bought via open market, the remaining loss in value would be reflected in the mother share later as going to appear in your CDS account together with successful subscribed warrants.

There are important dates:

The Exdate e.g.; 20 July 2020, which whoever existing shareholders still holding share beyond the exdate shall receive the offer. If you buy on 19 July and did not sell on 20th, you are entitled too.
The Right commence of Trading Date – this date e.g.; 1 August 2020 will allow you to start selling your existing Renounceable Rights if you do not want it. You will notice a new lot of share has been added into your Bursa Account. Selling it during early hours of the first day of its opening is a gain. If you want to buy more than what you have been allotted, you could do so via Bursa’s open market (do not buy first unless until you know the exact amount to pay during Acceptance Date via its online system because the amount to pay could be not affordable. You could use the system as a calculator).
The Prospectus and Provisional Allotment Letter of Offer will be sent to you on later date e.g. 5 August 2020. In the letter contains a form for you to fill up and pay using draft/money order (not recommended to fill). It is better you go into the appointed Manager’s online system e.g. if TRICOR is the Manager to manage the whole excercise.. You can see the amount payable based on the total Rights you want to subscribe. Payment can be done online via existing MEPS bank transfer.
3) The last day and time for Acceptance, Renunciation and Payment : E.g.;10 August 2020 5:00pm. Beyond this date, the Renounceable Rights will be gone and the loss in value will be reflected in your mother share later once this excercise completed.

When a company declare Renounceable Rights (or Rights Issues) with Free Warrants offer to existing shareholders, here are few facts you must understand.

The company needs more money for a specific project
The company does not want to secure more bank loans
The company does not want to take a private placement (PP) as it only involve a single party instead of its entire existing shareholders i.e.; retails and institution investors
The company offers the existing shareholders more shares + free warrants so any takers shall not experience price dilution of their existing share as the free warrants are at discounted price. The warrants expire within a few years and at anytime later you can sell or convert it to the mothershare at gain.
