Actually they push up the price as they want to raise fund through pp.They failed to raise fund through warrant due to insufficient share holders subscribe,that's why they have monopolize most of the warrants and can push up easily.After the pp price fix,I don't think they will support anymore.As for the Vietnam power plant,they can push up share price easily once the power plant start to generate income.Currently the share price up is not due to power plant.
