the article is about one guy accelerating a project to reduce dependance on other countries for food. I don't see sit at home and all that. business is as usual if not accelerated due to the crisis. probably the govt. will dump in a lot of money in investments to reduce the effects of this bloackade and to stand facing the wind. last thing qatar wants is to show it can be shaken so easily and so fast.

If you read the article probability, it is exactly the opposite. summarise properly before misleading.

So far, the Qatar business is independently managed from other Middle East countries. Therefore no issues in terms of operations and logistics so far.
Revenue contribution from Qatar seems steep at 21% as of 1QFY17 revenue, but is expected to normalise in the next quarter to come down to estimated 10-13% annually. The contracts are mostly maintenance-related, therefore should see no issues from the recently announced news.
Growth for Serba Dinamik is underpinned by upcoming projects in Asia going forward, energy-related, as the Group embarks on a asset ownership model as well. Thus enhancing bottom-line further from epcc, o&m and associate stake contributions.
