　　食为政首，谷为民命。

　　习近平总书记的目光，望向会场的党政领导干部。他们这一代人，或多或少都有吃不饱、饿肚子的经历，更能掂量出14亿多人口的大国走到今天，粮食安全之于国家安全举足轻重的分量。总书记谆谆告诫：

　　“越是有粮食吃，越要想到没粮食的时候。我反复地讲，中国人的饭碗任何时候都要牢牢端在自己手中。决不能在吃饭这一基本生存问题上让别人卡住我们的脖子。”

　　从餐桌溯源农田。话题就从最新的国土调查结果讲起，“耕地面积还在减少”。总书记注意到一个趋势：“过去是南粮北调，现在是北粮南调。一些地方大把的良田不种粮食，要么建养殖场，要么是种花卉果木，那么粮食怎么办？”

　　“备豫不虞，为国常道。”中国共产党是生于忧患、成长于忧患、壮大于忧患的政党。

　　这一年，既有大风大浪，也有暗流涌动。过险滩、闯难关，草摇叶响知鹿过，松风一起知虎来，考验的是科学决策的见微知著，丈量的是“国之大者”的历史远见。

　　不同以往，这次会议上习近平总书记没有谈及太多具体领域，“我主要就一些全局性的、战略性的、前瞻性的问题谈一谈。进入新发展阶段，我国发展内外环境发生深刻变化，面临许多新的重大理论和实践问题，需要正确认识和把握。”

　　鲜明的问题导向跃然纸上，5个问题娓娓道来。破题、解题，出卷、答卷。正确认识和把握——“实现共同富裕的战略目标和实践途径”“资本的特性和行为规律”“初级产品供给保障”“防范化解重大风险”“碳达峰碳中和”，习近平总书记高屋建瓴。这些重大问题，是摆在党中央案头上的时代课题，也是民族复兴路上的不懈探索。

　　每一个话题，关乎发展，亦牵动安全。粮食安全的话题，就属于初级产品供给保障问题。“对我们这样一个大国来说，保障好初级产品供给是一个重大的战略性问题。”大豆、铁矿石、原油、天然气、铜铝矿……件件桩桩，连着国运。总书记强调：

　　“我们要利用‘两个市场’，但必须有一个安全线，超过了以后就要亮红灯。要明确重要能源资源国内生产自给的战略底线。要加强国家战略物资储备制度建设，在关键时刻发挥保底线的调节作用。”

　　底线、红线、安全线，于安思危，于治忧乱。

　　从“进京赶考”“跳出历史周期率”，到警惕“四大考验”“四种危险”，中国共产党人的忧患意识，是忧党、忧国、忧民意识，更是面对问题“当杜其萌”“当绝其根”的治理能力。

　　百年大变局之下，“黑天鹅”“灰犀牛”事件不断，发“鸡毛信”的时候也有，习近平总书记语重心长：“我是经常地敲警钟。我敲警钟是为了让大家警惕起来，居安要思危。无论国际风云如何变幻，我们都要坚定不移做好自己的事情。”（记者 杜尚泽）

十八大以來，中共一再強調糧食安全問題，這讓外界一直在猜，中國存在重大糧食安全問題。如今，習近平在中央經濟工作會議上罕見提問「糧食怎麼辦」，並登上了黨媒頭版。

習近平對中共政法系的整肅持續進行中，目前10多個省區黨委完成換屆，多地政法委書記相繼落馬、換人或不知去向。這一官職的高危性再次受到關注。

由於人權問題，世界多個國家採取外交抵制北京冬奧。納粹大屠殺研究者梅多夫將北京冬奧與1936年柏林奧運相比擬，表示獨裁政府都試圖利用奧運提升公眾形象，自我美化。

在天津和廣州還分別發現了Omicron感染病例。繼天津12月13號公布從無症狀感染者中檢出Omicron感染樣本後，14號，廣州市疫情防控新聞發布會也通報說，當地一名67歲的男子，11月27號從國外入境，集中隔離期間多次核酸檢測均陰性。但12月13號被查出Omicron陽性。當局聲稱這是輸入病例，但民眾質疑，這名男子回國近20天才查出，應該是本土感染。14號，廣州地鐵5號線淘金站被封閉。這名男子居住的越秀區華樂街天勝村小區，居民全部被集中隔離。周邊的多個小區也都禁止人員出入，並實施全員核酸檢測。

爆發疫情的還有廣東東莞。14號，東莞市大朗鎮官方聲稱，當地發現2例無症狀感染者。但同時公布說，當天凌晨起，對進出大朗鎮的所有道路包括高速公路、省市鎮公路、村（社區）道路等出入口實施交通全面管控。
