well.. muslim friends can invest in NSC. It's up to the individual if he/she wants to invest based on syariah principle.

based on what i understand from the SC list, those who follow syariah investment principle are advised to sell their holdings within one month and the gains to be donated to charitable bodies, taking back only their initial investment cost + brokerage.

IMO, those who are investing on syariah principle mostly already sold their ifca shares before the updated SC list came out. Which basically means forced profit taking
