if there is a overproduction leading to excess storage, and directly affected the price of the crude oil to go negative. why cant they just stop producing? will there will any cost incurred if they stop ?

Oil is trading at negative value but it doesn't mean oil producers supplying it at negative value. They will continue to pump oil as long as there are buyers.
