PAC chief: Governance panel’s report on LCS project declassified

THE Special Committee on Governance Investigation, Government Procurement and Finance’s (JKSTUPKK) report on the RM9 bil littoral combat ship (LCS) project has been declassified. 

In a Facebook post, Public Accounts Committee (PAC) chairperson Wong Kah Woh said that the PAC has received a copy of the declassified report and will upload it to PAC’s website soon. 

However, it has been noted that the declassified report has several redacted sections. 

This is according to a memo signed by Senior Deputy Secretary-General (Finances and Development) of the Prime Minister’s Department Datuk Sollehuddin Alyubi Zakaria and sent to Chief Secretary of the Government Tan Sri Mohd Zuki Ali. 

The redactions in the 106-page report were made on the advice of the Attorney-General’s Chambers, and include paragraphs 2.39.1, 2.39.2, 2.39.4, and tables 9, 10, 11 and 18. 

Among the redacted items are names of Boustead Naval Shipyard Sdn Bhd’s (BNS) board directors and shareholders, the status of BNS’ loans as of May 2019 – including the loan terms – and details on Perstim Industries Sdn Bhd 

The declassification of the report by the committee chaired by former auditor-general Tan Sri Ambrin Buang came following the PAC’s report on the LCS project which was released two weeks ago. 

Wong previously expressed concern that parts of the report would be redacted when Prime Minister Datuk Seri Ismail Sabri Yaakob said on Aug 10 that the Cabinet had agreed to declassify the report and a separate forensic report on the issue.

The release of these reports were among the PAC’s recommendations in its own report into the LCS project released two weeks ago.

On Aug 4, the PAC disclosed that the government had paid RM6.08 bil for five ships to be delivered by August this year.

However, none of these ships had been delivered. – Aug 17, 2022
