Finas and Perkeso sign social security protection MoU for film industry practitioners

KUALA LUMPUR: The National Film Development Corporation Malaysia (Finas) will introduce a standard contract for film production companies to apply for the Filming Authentication Certificate (SPP), Communications Minister Fahmi Fadzil said.

Expected to be announced by the middle of this year, Fahmi said one of the conditions to be included in the standard contract is for companies to have Social Security Organisation (Perkeso) contributions not only for the cast but also the crew involved in the filming production.

Such a mechanism, said Fahmi, is to ensure that stakeholders involved in filming production will get access to a social security safety net and receive the necessary protection in the event of untoward incidents.

"Under Finas regulations, any company wishing to carry out filming activities must obtain a SPP. One of the requirements to obtain the certificate is the standard contract.

"Therefore, we will request that the standard contract includes Perkeso contribution for the cast and crew," he told reporters here today.

Asked when the government would announce the standard contract, Fahmi replied: "it will be announced sometime in the middle of the year.

"Finas will make the full announcement."

Earlier, Fahmi witnessed the signing of a Memorandum of Understanding (MoU) between Finas and Perkeso aimed at providing social security to film industry practitioners.

The MoU was signed by Finas chief executive officer Datuk Azmir Saifuddin Mutalib and Perkeso chief executive officer Datuk Seri Dr Mohammed Azman Aziz Mohammed.

Present during the ceremony was Human Resources Minister Steven Sim.

Sim said some 4,500 film industry practitioners are expected to receive Perkeso protection following the signing of the MoU.

The government, said Sim, will cover 90 per cent of each recipient's contributions with the remaining 10 per cent will be paid by Finas.
