(i) Bachelor of Arts Degree from the University of Malaya. (ii)Master Degree in social Science from the International Institute of Social Studies, Hague, Holland. (iii)PH.D (Political Science) from the University of Hawaii.

Upon graduation in 1960, he was inducted into the Malaysian Civil Service and served in several capacities at national and international levels, until his retirement in 1991.
