He holds a B.A. (Hons) majoring in Georgraphy from University of Malaya and a post graduate Diploma in Public Administration (D.P.A.) from the Faculty of Economics and Administration, University of Malaya. He also has a Masters of Business Administration (M.B.A.) from US International University in California.

Encik Saffie Bin Bakar was attached to the Perlis State Government from May 1978 to August 1983 as a Director of Perlis State Economic Planning Unit. He then joined Perlis State Economic Development Corporation in September 1983 as Business Development Manager until his optional retirement from Government Service in August 1994.
He is also a Chartered Audit Committee Director of The Institute of Internal Auditors Malaysia since 2008 and Co-Chairman of the Special Task Forces to Facilitate Business for Perlis State since 2009.
Currently, he is a Senior Independent Non-Executive Director of AE Multi Holdings Berhad since 2005 and a Senior Independent Non-Executive Director of MESB Berhad, which he is a member of the Board of Directors since 2004 and Chairman of the Board of Directors since 2016.
