Dato Ir. Loh Kim Mon graduated with a Bachelors' degree in Civil Engineering from the University of Dundee, Scotland in 1978. He also holds a Master of Engineering degree majoring in Foundation Engineering from the University of Birmingham, England in 1990. He is a Corporate Member of the Institution of Engineers, Malaysia since 1983 and a Professional Engineer with Practising Certificate (PEPC), registered with the Board of Engineers, Malaysia.

Dato Ir. Loh Kim Mon has over 37 years of experience in civil engineering works specialising in irrigation and drainage, water resources development, flood mitigation, dam operation and management and urban drainage. He started his work as an Irrigation and Drainage Engineer with the Department of Irrigation and Drainage in 1978. He then joined Muda Agricultural Development Authority (MADA) in 1979 and has served in various capacities such as District Engineer, Senior Engineer, Director of Division and Deputy Head of Engineering Division. He has served MADA for more than 33 years and his last held position in MADA was the Deputy General Manager (Technical). After retiring from government service in 2012, he joined RPM Engineers Sdn. Bhd., a civil engineering consulting firm based in Selangor as Senior Consultant.
