Usually rights issue, there's a form to fill in to apply for it. You'll have to see how's the ratio to know how much you are eligible to buy. Contact your remisier.... ;)

If not mistaken, rights issue will drive the price lower. Usually investors get in before the rights issue to be eligible to buy discounted shares. If you have spare cash for it, why not ? This investment should be long term not for contra players. Correct me if I am wrong, I am still learning... ;)
