Likely to be so, but have to be executed at the right timing with right strategy. If you look at TG SBB, I think it was done due to panic reaction as damage control, but after spending so much money, it would still not able to withstand the subsequent attack. The hidden hands have way deeper pocket than TG boss at disposal. They showed that they can neutralize any SBB.
