Besides, common sense tells me that not all vaccine that government ordered will be approved at the same time. sinopharm gonna be approved soon so there will be demand from private cos at the moment government prioritize frontliner and high risk group other people wont get it. Other ppl need to wait. Not everyone wants to wait for government vaccine, so they will just pay themselves for available vaccine from private.

Yes logically only new batches of vaccine can be altered to cater to the mutation but that is no big deal. If i am not mistaken, Flu vaccine is also altered annually to deal with the current strains which mutates every year. That is why western countries need to vaccinate with flu vaccine annually
