Semalam ialah deadline perjanjian projek keretapi laju (HSR) Kuala Lumpur - Singapura.

Dengan itu, projek HSR KL-Singapura telah terbatal dengan sendirinya dan Malaysia akan bayar gantirugi sekurang-kurangnya RM310 juta kepada Singapura.

Mengikut laporan media dan sumber dalaman, projek ini akan diganti dengan projek keretapi Kuala Lumpur-Johor Bahru dengan menggunakan teknologi ETS KL Sentral ke KLIA yang lebih perlahan berbanding keretapi 350km sejam untuk projek asal.

Kos HSR-JB juga dilaporkan antara RM63 bilion hingga RM65 bilion - iaitu tak jauh berbeza berbanding kos asal sebanyak RM60 bilion hingga RM68 billion untuk projek asal HSR KL ke Singapura.

Akibat penukaran ini, jumlah penumpang setahun juga dijangka turun dari 8.4 juta setahun ke 4.2 juta menjelang tahun 2031.

Ini akan memberi impak yang amat besar dari segi harga tiket (pengguna dari Singapura mampu membayar tambang lebih mahal) dan jumlah penumpang sehingga projek ini mengalami kerugian besar tahunan memanjang - bermakna kerajaan mungkin akan perlu membayar gantirugi setiap tahun atau bail-out operator HSR pada masa depan.

Jika ditukar ke JB sahaja dan menjadi lebih perlahan berbanding kelajuan asal sebanyak 350 km/sejam, projek ini tidak boleh bersaing lagi dengan sektor penerbangan KL ke Singapura.

Sektor penerbangan ini adalah paling sibuk dalam dunia dan HSR dijangka boleh menurunkan kos tiket, jumlah tempoh perjalanan dan juga pencemaran udara sebab tren elektrik adalah lebih efficient dan kurang mencemar.

Impian pergabungan antara dua ekonomi terbesar dan dua ibukota negara ASEAN juga tidak akan tercapai.

Akibatnya, manfaat ekonomi bagi Malaysia dari projek ini akan berkurang beberapa trillion Ringgit menjelang tahun 2050.

Tapi satu manfaat bagi kerajaan Malaysia ialah kerajaan boleh membuat segala keputusan perolehan untuk memberi kontrak kepada mana-mana pihak dengan sendirinya berbanding model JV dahulu di mana segala proses perolehan dan pemilihan vendor perlu ditimbang, dilaksanakan dan dipantau secara bersama oleh kedua-dua negara.

Alasan yang akan diberi kenapa batal dan tukar ke KL-JB dipercayai adalah Singapura tak benarkan HSR berhubung dengan KLIA.

Ini tidak benar kerana rancangan asal ialah untuk HSR berakhir di Bandar Malaysia. Sebuah stesen ERL juga akan dibina di Bandar Malaysia sebab trak ERL KL Sentral-KLIA lalu berhampiran Bandar Malaysia.

Jika projek HSR tidak lagi berakhir di Bandar Malaysia seperti pada asalnya maka projek Bandar Malaysia juga tidak akan mencapai potensi pembangunannya sebanyak RM140 bilion juga.

Jika benar, keputusan kerajaan ini akan banyak merugikan negara sebanyak bertrilion-trilion Ringgit untuk tempoh 50 tahun akan datang sebab walaupun kos projek agak sama tetapi jumlah pendapatan HSR, daya penarikan pelaburan asing serta manfaat ekonomi (kerana tiada lagi cerita integrasi ASEAN) bagi Malaysia adalah jauh lebih rendah.
