The realistic thing is public placement...296mil shares for PP if added to current shares outstanding of around 3billion units will expect price down around 9.8% in short term. For the long run, if the PP used well, and in this case sure its to prepare for government project without getting any loan, then you do the math...money does not always comes easy.
