problem is why Brent oil trend up, HIBI need to running sideways?

Actually since JUNE they already plan brent oil will slowly up after lock-down due to market back to normal and remain will get higher....therefore they are started to perform it.....

If you really compare it, since JUNE onward even Brent oil price increase but HIBI still maintain on sideway........Why??????
